I am writing on the recommendation of Mr. Oliver Rätsep (Head of Business Development, Accelerate Estonia), who directed our initiative to your Ministry as the competent authority for Estonia's EU AI Act regulatory sandbox under Article 57.

My name is Oleh Vasylenko, founder of InterAlliance OÜ (registry code 17392702, Tallinn, Estonia) and the EVOLENTITY initiative — a global trust measurement infrastructure for autonomous AI agents.

WHAT EVOLENTITY IS

EVOLENTITY is building the world's first neutral measurement layer for trust in AI agent interactions — the Global Trust Observatory. The system does not control or restrict AI agents — it observes, measures, and makes trust verifiable. The analogy: what credit rating agencies do for financial obligations, we do for AI agent behavior.

This is infrastructure — in the same category as X-Road for data exchange and e-ID for citizen identity. EVOLENTITY extends this paradigm to AI agents.

TWO INFRASTRUCTURE COMPONENTS

1. Global Trust Observatory — working MVP is operational. Key metrics: 176 passported agents, 301 bilateral trust agreements, 4,465 trust events recorded. A 30+ patent portfolio filed (UA/EE priority dates, January–February 2026) covers seven layers of the trust stack.

2. LLM-2026-001 — a novel Language Model architecture with token-level provenance attribution, identity-conditioned inference, and an immutable cryptographic data registry compliant with EU AI Act Article 12 by design. Patent filed. MVP in active development.

ALIGNMENT WITH ESTONIA'S SANDBOX MANDATE

— EU AI Act Article 57: Our trust measurement infrastructure directly addresses the trustworthiness assessment requirements central to AI Act compliance. The sandbox environment would allow us to validate our methodology under regulatory supervision.

— Eesti.ai programme: As AI agents proliferate across government, finance, and healthcare, verifying which agents are trustworthy becomes critical infrastructure — not a product feature.

— Pilot Nation positioning: Estonia pioneered X-Road, e-ID, i-Voting, and e-Residency. Operationalizing AI agent trust infrastructure is the logical next step — and a powerful global positioning statement.

We are also actively engaged with ITU-T SG17 (confirmed March 2026) and five other international standards bodies (ETSI, ISO/IEC, IEEE, W3C, CEN/CENELEC) on AI agent identity and trust standards.

WHAT WE ARE SEEKING

— Guidance on the formal application procedure for Estonia's EU AI Act sandbox
— Clarification on scope: which component (Observatory / LLM) fits the sandbox most directly
— Potential inclusion in the Eesti.ai pilot programme
— Introduction to relevant stakeholders within the Ministry and RIA
