Electronic Monitoring in a Changing World – Perception versus Reality
6-8 October 2026

Dear colleague,
I would hereby like to invite you to the 14th CEP Conference on Electronic Monitoring (EM) taking
place from 6 – 8 October 2026 in Antalya, Türkiye.
CEP organizes this event in close collaboration with the General Directorate of Prisons and
Detention Houses Türkiye.
As Electronic Monitoring becomes increasingly embedded in justice systems across Europe and
beyond, its applications extend into ever more complex territory: high-risk supervision, victim
protection, digital transformation, and emerging biometric technologies. These developments
generate significant expectations, but they also raise pressing questions about effectiveness,
proportionality, ethics, and the human relationships that remain at the heart of just outcomes.
This year’s programme will bring together practitioners, researchers, policymakers, victims’
organisations, and technology experts for three days of plenaries, workshops, and thematic
discussions. Delegates will explore the gap between perception and practice; the experiences and
needs of victims; the role of digital tools in human-centered justice and the opportunities and risks
posed by biometric innovation across diverse cultural contexts.
Programme and Venue
The conference will be of interest to policy makers, project managers, practitioners, judges and
prosecutors, lawyers, data protection officers and academics. The attached program includes
plenary sessions as well as workshop sessions which will be derived from the plenary sessions and a
CEP EM café session. Besides these sessions, the programme also provides valuable time for
networking with other delegates.
The conference will take place at the ATGV Antalya, Education and Social Facility of the Ministry of
Justice in Türkiye (Antalya Judge's House) in beautiful Antalya.
Registration and payment
To register for the conference and for more information, please visit the 14th Electronic Monitoring
Conference – CEP – Probation (www.cep-probation.org) and click on this link to the registration
form. After having registered you will receive a confirmation and an invoice for the conference fee.
The “Early Bird” registration is open until the 1st of May 2026, and the conference fee is € 200 for
CEP members, € 400 for non-CEP members, € 600 for private organizations, payable in advance by
credit card.
The fee includes all lunches and coffee breaks during the conference, a reception with musical
entertainment, a social programme and a dinner at a Turkish culinary restaurant.
The conference is taking place at the ATGV Antalya Education and Social facility and we highly
recommend to stay at the ATGV facility for logistical and networking purposes. A special price was
negotiated for the accommodation of € 120 per person per night. Delegates will be able to book
their accommodation at the ATGV Antalya facility via this link on the CEP website.
About two weeks before the event, delegates will be sent a conference pack containing the final
version of the conference programme, preliminary reading, the list of participants and logistical
details.
Please bare in mind that the final closing date for registration is 21st of September 2026.
