The Director-General of the World Health Organization (WHO) has the honour to

communicate to Members of the Organization, in accordance with Rules 5 and 8 of the Rules ... of Procedure of the Executive Board, the provisional agenda and provisional annotated agenda

for the 159th session of the Executive Board, which will be held in person from Monday 25 to Tuesday 26 May 2026,1 commencing at 09:30 (CEST) at WHO headquarters, Geneva.

There is no limitation applying to the number of persons registering as part of Member States and Associate Members’ delegations. However, in view of the space restrictions two persons per each Member State may be present in the meeting room where the Executive Board is convened.

Registration can be initiated as of 20 April 2026 by going to the following link: https://events.who.int/EB159. Registration should be completed by 22 May 2026.

In accordance with resolution WHA49.9 (1996), and to support the aim of achievement of SDG 5 (Achieve gender equality and empower all women and girls), the Director-General invites Member States to consider that gender balance be applied to their delegations.

REGISTRATION

Online registration is required to participate in the Executive Board which will be held in person.

Before each meeting, an invitation is sent to Member States indicating a link to access the electronic Registration System (CVENT). Each participant is invited to register her/himself.

Registration can be initiated as of 20 April 2026 by going to the following link: https://events.who.int/EB159 and should be completed by 22 May 2026.

The WHO Department of Governing Bodies will verify the information submitted into the registration system to generate the meeting badges and the list of participants.

CREDENTIALS

The credentials shall be issued by the Head of State, the Head of Government, the Minister for Foreign Affairs, the Minister of Health, or any other appropriate authority, i.e. Permanent Missions and senior government officials, such as Directors-General for Health. A copy of the credentials will have to be uploaded and submitted through the online registration system before the opening of the 159th session of the Executive Board. Credentials should include the following information for each participant: LAST NAME (in capital letters), first name, title, function, institution, city, gender (unless indicated in title).

Credentials should be uploaded when registering in the online registration system and not be sent by email. Confirmation of registration will be sent through the online registration system.

ACCESS TO WHO HEADQUARTERS

Members of the delegations must register according to the timelines through the online registration system in order to collect their badge and access WHO. Please note that any late registrations will result in delays in securing badges upon arrival at WHO.

In view of the space restrictions, please note that up to two members of each delegation of EB Member States may be present at a time in the meeting room.

VISAS

Attention is drawn to the strict provisions in force regarding entry into Switzerland – those not having the required visa will be refused entry.

As of 13 December 2008, Switzerland has applied the Schengen visa regulations. Therefore, certain nationalities travelling to WHO headquarters to participate in meetings will require a Schengen visa to enter Switzerland.

Since that date, it is no longer sufficient for a participant to present the invitation letter to obtain a visa. A visa support letter is now required.

Before requesting a visa support letter, participants are advised to contact their nearest Swiss embassy or consulate to determine whether they require a visa.

Member States requiring the assistance of WHO to obtain a Swiss Schengen visa are kindly invited to do so when they register for the meeting through the online registration system.

The Board will consider a report prepared by the Officers of the Executive Board on the future modalities of the governance reform pilot, as requested in decision EB158(21) (2026).

6.2 Evaluation: annual report

In line with WHO’s evaluation policy, approved by the Executive Board in decision EB157(2) (2025), an annual report on evaluation will be submitted to the Board through its Programme, Budget and Administration Committee. It describes the progress made and challenges faced in implementing the policy and the Organization-wide evaluation workplan for 2024–2025, and summarizes how recently conducted evaluations were used. The Board will be invited to note the report.

6.3 Hosted partnerships

The Board will consider reports submitted pursuant to decision EB132(10) (2013), in which it requested its Programme, Budget and Administration Committee to ensure that the arrangements for hosted partnerships were regularly reviewed on a case-by-case and timely basis in respect of their contributions to

improved health outcomes, WHO’s interaction with individual hosted partnerships, and the harmonization of their work with the work of WHO; and to make recommendations for the consideration of the Board, as appropriate, through a standing item on the subject on the Board’s agenda. 6.6 Process for the election of the Director-General of the World Health Organization

In the context of the relevant Rules of Procedure, resolutions and decisions, the report will address the following matters related to the Director-General election process: dates for the candidates’ forums and proposed detailed arrangements for the interviews of candidates at the first forum; prospective candidate status and leave status of internal candidates; electoral campaign activities at sessions of the regional committees; and support for candidates attending the interviews at the 160th session of the Board and, for nominated candidates, in the period between the 160th session of the Board and the Eightieth World Health Assembly. The Board will be invited to note the report and to consider the draft decision contained therein.

8. WHO’s action on United Nations system-wide action plans

• Progress report on the implementation of the United Nations Disability Inclusion Strategy

The report provides an update on implementation between 2019 and 2025 of the United Nations Disability Inclusion Strategy and the WHO policy on disability, highlighting the progress made, the remaining challenges and the launch of the WHO Disability Health Equity Initiative. The Board will be invited to note the report.

9. Matters for information: report on meetings of expert committees and study groups

In compliance with Regulation 4.23 of the Regulations for Expert Advisory Panels and Committees, the Director-General will submit to the Board for its consideration his report on meetings of expert committees, including a summary of the recommendations contained in the reports of expert committees and his observations on their significance for public health policies and implications for the Organization’s programmes.

Note:

REGISTRATION

Online registration is required to participate in the Executive Board which will be held in person.

Before each meeting, an invitation is sent to Member States indicating a link to access the electronic Registration System (CVENT). Each participant is invited to register her/himself.

Registration can be initiated as of 20 April 2026 by going to the following link: https://events.who.int/EB159 and should be completed by 22 May 2026.

The WHO Department of Governing Bodies will verify the information submitted into the registration system to generate the meeting badges and the list of participants.

CREDENTIALS

The credentials shall be issued by the Head of State, the Head of Government, the Minister for Foreign Affairs, the Minister of Health, or any other appropriate authority, i.e. Permanent Missions and senior government officials, such as Directors-General for Health. A copy of the credentials will have to be uploaded and submitted through the online registration system before the opening of the 159th session of the Executive Board. Credentials should include the following information for each participant: LAST NAME (in capital letters), first name, title, function, institution, city, gender (unless indicated in title).

Credentials should be uploaded when registering in the online registration system and not be sent by email. Confirmation of registration will be sent through the online registration system.

ACCESS TO WHO HEADQUARTERS

Members of the delegations must register according to the timelines through the online registration system in order to collect their badge and access WHO. Please note that any late registrations will result in delays in securing badges upon arrival at WHO.

In view of the space restrictions, please note that up to two members of each delegation of EB Member States may be present at a time in the meeting room.

VISAS

Attention is drawn to the strict provisions in force regarding entry into Switzerland – those not having the required visa will be refused entry.

As of 13 December 2008, Switzerland has applied the Schengen visa regulations. Therefore, certain nationalities travelling to WHO headquarters to participate in meetings will require a Schengen visa to enter Switzerland.

Since that date, it is no longer sufficient for a participant to present the invitation letter to obtain a visa. A visa support letter is now required.

Before requesting a visa support letter, participants are advised to contact their nearest Swiss embassy or consulate to determine whether they require a visa.

associé n’est pas limité. Cependant, en raison du manque de place, deux personnes par

délégation sont autorisées à être présentes dans la salle où le Conseil se réunit.

Conformément à la résolution WHA49.9 (1996) et pour contribuer à la réalisation de

l’ODD 5 (Parvenir à l’égalité des sexes et autonomiser toutes les femmes et les filles), le

Directeur général invite les États Membres à envisager de respecter la parité entre les genres au

sein de leur délégation.

L’inscription en ligne est exigée pour le Conseil exécutif, qui se tiendra en présentiel.

Avant chaque session, les États Membres reçoivent une invitation dans laquelle figure un

lien leur permettant d’accéder au système électronique d’inscription (CVENT). Les participants et

participantes sont invités à s’inscrire personnellement.

Le Département Organes directeurs de l’OMS vérifiera les informations saisies dans le

POUVOIRS

Les pouvoirs sont délivrés par le Chef ou la Cheffe de l’État, le Chef ou la Cheffe du

gouvernement, le ou la Ministre des affaires étrangères, le ou la Ministre de la santé ou toute autre

autorité compétente, à savoir les missions permanentes et de hauts fonctionnaires

gouvernementaux tels que le Directeur général ou la Directrice générale de la santé. Un exemplaire

des pouvoirs devra être téléchargé et soumis sur le système d’inscription en ligne avant

l’ouverture de la cent cinquante-neuvième session du Conseil exécutif. Les pouvoirs doivent

préciser pour chaque participant ou participante : le NOM (en majuscules), le prénom, le titre,

la fonction, l’institution, la ville, le genre (s’il n’est pas précisé dans le titre).

ACCÈS AU SIÈGE DE L’OMS

Les membres des délégations doivent s’inscrire dans les délais à l’aide du système en ligne

pour pouvoir récupérer leur badge et accéder au bâtiment de l’OMS. Toute inscription tardive

entraînera des retards dans l’obtention des badges à l’arrivée au Siège de l’OMS.

En raison du manque de place, deux personnes par délégation sont autorisées à être présentes

dans la salle où le Conseil se réunit.

VISAS

L’attention des participants et des participantes est attirée sur le fait que l’entrée en Suisse

est régie par des dispositions strictes : les personnes qui ne sont pas en possession du visa requis

se verront refuser l’entrée.

Depuis le 13 décembre 2008, la Suisse applique, en matière de visas, les dispositions en

vigueur dans l’espace Schengen. Les ressortissants et ressortissantes de certains États souhaitant

venir au Siège de l’OMS pour participer à des réunions doivent donc obtenir un visa Schengen

pour entrer en Suisse.

Depuis cette date, il n’est plus possible pour les participants et participantes d’obtenir

un visa sur simple présentation de la lettre d’invitation. Il est désormais nécessaire de produire

une lettre appuyant la demande de visa.

Il est recommandé aux participants et aux participantes, avant de demander une lettre

appuyant la demande de visa, de contacter l’ambassade ou le consulat de Suisse le plus proche

pour vérifier s’ils ou elles ont besoin d’un visa.

Les États Membres ayant besoin de l’aide de l’OMS en vue d’obtenir un visa Schengen

pour la Suisse sont invités à l’indiquer au moment de l’inscription à la réunion sur la

plateforme d’inscription en ligne.

Le Conseil examinera un rapport établi par le Bureau du Conseil exécutif sur les modalités futures de la phase pilote de la réforme de la gouvernance, conformément à la décision EB158(21) (2026).

6.2 Évaluation : rapport annuel

Conformément à la politique d’évaluation de l’OMS, approuvée par le Conseil exécutif dans la décision EB157(4) (2025), un rapport annuel d’évaluation sera présenté au Conseil par l’intermédiaire du Comité du programme, du budget et de l’administration. Ce rapport décrit les progrès accomplis et les difficultés rencontrées dans la mise en œuvre de la politique et du plan de travail pour l’évaluation à l’échelle de l’Organisation, 2024-2025, et résume les modalités d’utilisation des évaluations récemment menées. Le Conseil sera invité à prendre note du rapport.

6.3 Partenariats hébergés

Le Conseil examinera des rapports soumis conformément à la décision EB132(10) (2013), dans laquelle le Conseil a prié le Comité du programme, du budget et de l’administration du Conseil exécutif de veiller à ce que les modalités relatives aux partenariats hébergés soient réexaminées périodiquement concernant leurs contributions aux résultats sanitaires, l’interaction avec l’OMS et l’harmonisation avec les activités de l’OMS, et de formuler des recommandations à l’intention du Conseil. Dans le cadre des dispositions du Règlement intérieur, des résolutions et des décisions applicables, le rapport portera sur les questions suivantes relatives au processus d’élection du Directeur général ou de la Directrice générale : les dates des forums des candidates et candidats et les dispositions détaillées proposées pour les entretiens des candidates et candidats lors du premier forum ; le statut des candidates et candidats potentiels et la situation des candidates et candidats internes au regard de leurs congés ; les activités de campagne électorale lors des sessions des comités régionaux ; et le soutien aux candidates et candidats qui passeront un entretien lors de la cent soixantième session du Conseil et, pour les candidates et candidats nommés, au cours de la période comprise entre la cent soixantième session du Conseil et la Quatre-Vingtième Assemblée mondiale de la Santé. • Rapport de situation annuel sur la mise en œuvre de la Stratégie des Nations Unies pour l’inclusion du handicap

Ce rapport fait le point sur la mise en œuvre de la Stratégie des Nations Unies pour l’inclusion du handicap et de la politique de l’OMS sur le handicap entre 2019 et 2025, en mettant en lumière les progrès réalisés, les problèmes restant à résoudre et le lancement de l’Initiative de l’OMS pour l’équité en santé des personnes handicapées. Le Conseil sera invité à prendre note du rapport et à approuver les deux indicateurs du handicap qui figurent dans le quatorzième programme général de travail de l’OMS, 2025-2028.

РЕГИСТРАЦИЯ

Для участия в сессии Исполнительного комитета, которая пройдет в форме личного присутствия участников, требуется пройти онлайн-регистрацию.

Перед каждым совещанием государствам-членам направляется приглашение с указанием ссылки для доступа к электронной системе регистрации (CVENT). Каждому участнику предлагается зарегистрироваться самостоятельно.

Регистрация участников откроется 20 апреля 2026 г. по гиперссылке https://events.who.int/EB159 и должна быть завершена до 22 мая 2026 г.

Полученная информация проверяется Департаментом руководящих органов ВОЗ, который вводит ее в систему регистрации для подготовки пропусков для посещения заседаний и формирования списка участников.

ПОЛНОМОЧИЯ

Полномочия выдаются главой государства, главой правительства, министром иностранных дел, министром здравоохранения или любой другой компетентной инстанцией, такой как постоянное представительство или высокопоставленное государственное должностное лицо, например глава ведомства, отвечающего за вопросы здравоохранения. Копия документа о полномочиях должна быть загружена и представлена через систему онлайн-регистрации до открытия 159-й сессии Исполнительного комитета. Документ, подтверждающий полномочия, должен включать следующую информацию о каждом участнике: ФАМИЛИЯ (заглавными буквами), имя, форма обращения, должность, учреждение, город, пол (если пол не следует из указанной формы обращения).

Документы, подтверждающие полномочия, следует загрузить в электронную систему регистрации, а не высылать по электронной почте. Зарегистрировавшимся в электронной системе регистрации делегатам будет направлено автоматическое подтверждение регистрации.

ДОПУСК В ШТАБ-КВАРТИРУ ВОЗ

Для получения пропуска в здание штаб-квартиры ВОЗ членам делегаций необходимо в установленные сроки зарегистрироваться в электронной системе регистрации. Внимание делегатов обращается на то, что опоздание с регистрацией может привести к задержке в выдаче пропусков по прибытии в ВОЗ.

Просьба учитывать, что ввиду ограниченной вместимости зала заседаний одновременно присутствовать в нем может не более чем по два члена делегации каждого государства – члена Исполнительного комитета.

ВИЗЫ

Просьба обратить внимание на строгий порядок въезда на территорию Швейцарии: лицам, которым для посещения страны требуется виза, в случае ее отсутствия во въезде будет отказано.

Начиная с 13 декабря 2008 г. Швейцарией применяются правила Шенгенского визового режима. Поэтому гражданам ряда стран, планирующим участвовать в совещаниях в штаб- квартире ВОЗ, для въезда в Швейцарию требуется получение шенгенской визы.

Начиная с указанной выше даты представление участниками пригласительного письма для получения визы недостаточно. В настоящее время для этого требуется представление выданного штаб-квартирой ВОЗ письма о визовой поддержке.

До направления запроса о выдаче письма о визовой поддержке участникам рекомендуется обратиться в ближайшее посольство или консульство Швейцарии для проверки необходимости оформления визы.

Государствам-членам, гражданам которых требуется содействие ВОЗ в получении швейцарской шенгенской визы, предлагается указать это при прохождении регистрации в электронной системе регистрации.

В докладе будет представлена обновленная информация о реализации Стратегии ООН по инклюзии людей с инвалидностью в период с 2019 по 2025 г. и политики ВОЗ в отношении инвалидности; будут отмечены такие вопросы, как достигнутый прогресс, сохраняющиеся трудности, а также начало реализации Инициативы ВОЗ по обеспечению равенства в вопросах здоровья в отношении людей с инвалидностью. Исполкому будет предложено принять доклад к сведению.

9. Вопросы, представляемые для информации: доклад о совещаниях комитетов экспертов и исследовательских групп

В соответствии с положением 4.23 Положений о списках экспертов-консультантов и комитетах экспертов Генеральный директор представит на рассмотрение Исполкома доклад о совещаниях комитетов экспертов, включая резюме рекомендаций, содержащихся в докладах комитетов экспертов, и его замечания об их значимости для политики в области общественного здравоохранения и об их последствиях для программ Организации.

El Director General de la Organización Mundial de la Salud (OMS) tiene el honor de

provisional anotado de la 159.ª reunión del Consejo Ejecutivo, que tendrá lugar presencialmente el lunes 25 y el martes 26 de mayo de 2026,1 a partir de las 09.30 horas (hora de verano de Europa central), en la Sede de la OMS en Ginebra.

No hay ningún límite en cuanto al número de personas que pueden inscribirse como parte de las delegaciones de los Estados Miembros y Miembros Asociados. Sin embargo, en vista de las limitaciones de espacio, solo podrán estar presentes en la sala de reuniones del Consejo Ejecutivo un máximo de dos personas por cada Estado Miembro.

INSCRIPCIÓN

Para participar en la reunión del Consejo Ejecutivo, que se celebrará presencialmente, es necesario inscribirse en línea.

Antes de cada reunión se enviará a los Estados Miembros una invitación que contendrá un enlace para acceder al sistema electrónico de inscripción (CVENT). Se invita a cada participante a inscribirse por sí mismo.

La inscripción, que se abrirá el 20 de abril de 2026, podrá llevarse a cabo a través del enlace https://events.who.int/EB159, y deberá completarse a más tardar el 22 de mayo de 2026.

El Departamento de Órganos Deliberantes de la OMS verificará la información enviada a través del sistema de inscripciones a fin de generar las tarjetas identificativas para la reunión y la lista de participantes.

CREDENCIALES

Las credenciales habrán de ser expedidas por el Jefe de Estado, el Jefe de Gobierno, el Ministro de Relaciones Exteriores, el Ministro de Salud o cualquier otra autoridad competente, por ejemplo, las Misiones Permanentes o altos funcionarios gubernamentales, tales como los directores generales de salud. Antes de la apertura de la 159.ª reunión del Consejo Ejecutivo se deberá cargar y enviar a través del sistema de inscripción en línea una copia de las credenciales. En ellas deberán figurar los siguientes datos de cada participante: APELLIDO(S) (en mayúsculas), nombre, tratamiento, función, institución, ciudad y género (a no ser que ya esté indicado en el tratamiento).

Las credenciales deberán cargarse al inscribirse a través del sistema de inscripción en línea y no deben enviarse por correo electrónico. La confirmación de la inscripción se remitirá a través del sistema de inscripción en línea.

ACCESO A LA SEDE DE LA OMS

Los miembros de las delegaciones deberán inscribirse dentro del plazo establecido mediante el sistema de inscripción en línea para poder recoger su tarjeta identificativa y acceder a la OMS. Se recuerda que las inscripciones efectuadas fuera de plazo ocasionarán retrasos en la obtención de las tarjetas identificativas a la llegada a la OMS.

En vista de las limitaciones de espacio, sírvanse tener en cuenta que solo podrán estar presentes a la vez en la sala de reuniones del Consejo Ejecutivo un máximo de dos miembros de cada delegación.

VISADOS

Se señalan a la atención de los participantes las estrictas disposiciones vigentes con respecto a la entrada a Suiza: se denegará la entrada a quienes no dispongan del visado requerido.

Desde el 13 de diciembre de 2008, Suiza aplica las disposiciones sobre visados previstas en el Acuerdo de Schengen. En consecuencia, los nacionales de determinados países que deseen desplazarse a la Sede de la OMS para participar en reuniones necesitarán un visado Schengen con el fin de entrar en Suiza.

Desde esa fecha, para obtener un visado ya no basta con que el participante muestre una carta de invitación. Ahora se requiere una carta de apoyo para la obtención del visado.

Antes de solicitar una carta de apoyo para la obtención del visado, se recomienda a los participantes que se pongan en contacto con la embajada o el consulado de Suiza más cercanos para determinar si necesitan un visado.

Se invita a los Estados Miembros que necesiten la asistencia de la OMS a fin de obtener un visado Schengen para entrar en Suiza a que lo comuniquen cuando se inscriban para la reunión a través del sistema de inscripción en línea.

En él se describen los progresos realizados y los desafíos a los que se ha hecho frente en la implementación de la política y el plan de trabajo de evaluación para 2024-2025 a nivel de toda la Organización, y se resume el modo que se han utilizado las evaluaciones realizadas recientemente. El Consejo examinará los informes presentados en virtud de la decisión EB132(10) (2013), en la que el Consejo pidió a su Comité de Programa, Presupuesto y Administración que procurara examinar periódicamente los arreglos de las alianzas acogidas, una por una y oportunamente, con respecto a sus aportaciones a la mejora de los resultados de salud, la interacción de la OMS con cada alianza acogida y la armonización del trabajo de aquellas con el de la OMS, y que formulara recomendaciones para su consideración por el Consejo, según correspondiera, mediante un punto permanente sobre este tema en el orden del día de las reuniones del Consejo.
