Recommendation Letter

The Estonian Centre of Folk Culture is state owned public agency under the Ministry of Culture,

which among other tasks provides trainings for professionals in the field of culture for more than

25 years.

One important target group for the Centre are the leaders of the cultural policy of local

governments. To better fulfil their tasks and to answer to the needs of residents, this target group

needs the knowledge on the lessons learned on international level to have necessary skills and

knowledge to better cope with the challenges facing local government stemming from the global

trends, changing needs of the local communities and regional disparities. In the co-operation with

the Ministry of Culture the Centre has launched the training program addressing particularly needs

of the local government cultural leaders to improve the necessary skills. To achieve the aims of

the program there is planned a study visit to Scandinavian countries – Finland and Norway - as

role models in order to gain new knowledge and exchange best practices on the fields of cultural

governance, strategic planning and cross-sectoral co-operation between different policy areas.

The Ministry of Culture of Republic of Estonia therefore recommends supporting the project

„Management models, cooperation practices and strategic planning in the cultural sector of local

governments based on the experience of Finland and Norway“ submitted by the Estonian Centre

of Folk Culture to the Public Administration Mobility Programme.
