Subject: Nomination of Estonian Representative for the EU HEALS Project Coordination and Steering Committee
Dear colleagues,
We are sincerely grateful to the Estonian Ministry of Social Affairs for its ongoing cooperation and support in the process of connecting Ukraine to the MyHealth@EU network and the European Health Data Space. At the same time, we would like to request that a new representative from the Estonian Ministry of Social Affairs be appointed to participate in the EU HEALS project and serve on its Steering Committee. The EU HEALS project (2025–2028), funded by HaDEA, aims to support Ukraine’s integration into the MyHealth@EU infrastructure, in particular through the pilot implementation of cross-border exchange of electronic prescriptions and medical records between Ukraine and Estonia.
During the project preparation phase, we had the pleasure of working closely with Ms Jaaniika Merilo, who played an active role in developing the project concept, attended the kick-off meeting and kindly agreed to represent the Estonian side on the Steering Committee. However, as Ms. Merilo has stepped down from her position, we unfortunately need to ask you to approach the Ministry of Social Affairs of Estonia with a request to appoint another representative who could take on this role.
The nominated representative would serve as the main contact point for cooperation within the project and participate in the Steering Committee, which is responsible for addressing strategic issues, validating key project decisions, and acting as the final authority in resolving project-level matters. The Committee is expected to meet twice per year and will include senior representatives from the Ministry of Social Affairs of Estonia, the Ministry of Health of Ukraine, the National Health Service of Ukraine (the owner of the Ukrainian electronic medical records database), and state- owned enterprise ‘Electronic Health’, which is responsible for project management and implementation.

In addition to participating in the Steering Committee, it would be extremely valuable for the successful implementation of the project to have a representative from the Estonian side who could actively coordinate the practical implementation of the pilot project on cross-border data exchange. In this context, we would be grateful if you could identify a person who could act as a key partner and be responsible for the project’s implementation on the Estonian side, facilitate the coordination of experts’ work, ensure effective inter-agency communication, and support the implementation of activities related to the pilot data exchange.
We would be grateful if you could provide the name of a representative from the Estonian side and look forward to further fruitful cooperation within the EU HEALS project.
