To Whom It May Concern,

The Ministry of Finance, which is the body liable for public procurement policy, guidance

and supervision of public and utilities procurement in Estonia, is familiar with the grant

application Buy European: security threats hidden in public procurement (reference No

PRG3490), to be submitted by professor Mari Ann Simovart of University of Tartu, School

of Law, to the Estonian Research Agency for a research grant planned to start in 2027.

We consider the topic of the research critical and very relevant. We also confirm our interest

to cooperate, where possible, with the research group in reaching stakeholders, disseminating

the research results and preparation guidance recommendation.

Therefore, the Ministry of Finance's representative may be a member or lead the Advisory

Board of the Project. Advisory Board can conduct a review of the Project's activities every 9-

12 months, and provide guidance for future improvement or activities, if necessary. Such

guidance can concern the utilization and dissemination of the Project's research results. If

requested, the Advisory Board can also provide ad hoc advice for project's activities, research

or utilization, or regarding the need for or measure of risk mitigation.
