MEREUURINGU- ja LAEVALOA pikendamine; nr 16-12/25/16-2

Veeseaduse § 248 lõike 1 alusel ning tulenevalt 3Bird OÜ 09.03.2026 esitatud mereuuringu- ja laevaloa nr 16-12/25/16 pikendamistaotlusest pikendab Kiimaministeerium 08.07.2025 välja

antud mereuuringu- ja laevaloa nr 16-12/25/16 (edaspidi mereuuringuluba) kehtivust kuni

31.05.2027.

Nimetatud mereuuringuloa kohaselt jätkab 3BIRD OÜ SA Keskkonnainvesteeringute Keskuse tellimusel (riigihanke viitenr 287459) linnustiku uuringuid ELWIND meretuulepargi arendusalal

(Eesti territoriaalmeres) kuni 31.05.2027 laevadega UST-204 (nr ROG/S-174, kutsung SPK2068), HELOT WŁA-184 (nr ROG/S-567, kutsung SPG2663) ja HEL-125 (nr ROG/S-683; kutsung SPG2387). Pikendatud uuringuperioodil 15.07.2026-31.05.2027 teeb 3BIRD OÜ radaritega

umbes kaks uuringutsüklit kuus (kokku min 15 loendust, sõltuvalt ilmaoludest ja linnustiku liikumisest).

Laeva sisenemisest Eesti territoriaalmerre (koht ja aeg) tuleb teavitada Eesti mereväge e-post: [email protected] (eelistatud), tel: +372 717 7493 või VHF sagedustel 156.475 MHz

(kanal 69).

Transpordiameti 02.07.2025 väljastatud luba nr 6.1-2/25/10633-2 poide (ujuvmärgiste) paigaldamiseks Läänemerre lindude rände uuringuks kehtib kuni 31.05.2027 samadel tingimustel, mis on toodud varasemas mereuuringuloas (lisatingimuste punkt 4):

a) paigaldatavad poid on erimärgi tunnustega (kollane värv) ning paigaldatakse mereuuringuloas

toodud asukohtadele:

tuleb koheselt teada anda aadressile [email protected]; d) kui uurimisgraafikus, asukohas või muudes meresõiduohutust puudutavates asjaoludes

toimub muudatusi, tuleb nendest viivitamatult teavitada Transpordiametit e-posti teel

aadressil [email protected].

Kõik mereuuringuloa nr 16-12/25/16 lisatingimused ja uuringuloa omaja kohustused kehtivad ka

pikendatud mereuuringuloa puhul.

Mereuuringu- ja laevaloa andmise peale võib 30 päeva jooksul haldusakti teatavakstegemisest

arvates esitada halduskohtule kaebuse halduskohtumenetluse seadustikus sätestatud korras.

EXTENSION of the MARINE SCIENTIFIC RESEARCH PERMIT and ENTRY

CLEARANCE; No 16-12/25/16-2

Pursuant to Section 248 (1) of the Water Act and based on the application submitted by 3Bird OÜ

on 9 March 2026 for an extension of Marine Research Permit and Entry Clearance No. 16-

12/25/16, the Ministry of Climate hereby extends the validity of the Marine Research Permit

and Entry Clearance No. 16-12/25/16 (hereinafter 'marine research permit'), issued on 8 July

2025, until 31 May 2027.

Pursuant to the aforementioned marine research permit, 3BIRD OÜ shall continue bird surveys

commissioned by the Environmental Investment Centre (public procurement reference No.

287459) within the ELWIND offshore wind farm development area (in the Estonian territorial sea)

until 31 May 2027, using the vessels UST-204 (No. ROG/S-174, call sign SPK2068), HELOT

WŁA-184 (No. ROG/S-567, call sign SPG2663), and HEL-125 (No. ROG/S-683, call sign

SPG2387). During the extended survey period from 15 July 2026 to 31 May 2027, 3BIRD OÜ

will conduct approximately two radar-based research cycles per month (a minimum total of 15

counts, depending on weather conditions and bird movements).

The Estonian Navy must be notified of the vessel's entry into the Estonian territorial sea (location

and time) either by e-mail [email protected] (preferred), by phone +372 717 7493 or

on the VHF frequency 156.475 MHz (channel 69).

Permit No. 6.1-2/25/10633-2, issued by the Transport Administration on 2 July 2025 for the

installation of buoys (floating markers) in the Baltic Sea for bird migration research, shall remain

valid until 31 May 2027 under the same conditions as specified in the previous marine research

permit (Additional Conditions, Point 4):

a) the buoys to be installed have special marks (yellow color) and will be placed at the

locations specified in the application:

b) the installation and removal (including temporary removal) of the buoys must be

immediately reported to: [email protected];

c) any malfunctions of the navigational safety equipment on the buoys (light, AIS transponder,

etc.) must be immediately reported to: [email protected];

d) if there are changes in the research schedule, location, or any other circumstances that

concern maritime safety, the Estonian Transport Administration must be notified

immediately via email at [email protected].

All additional conditions and obligations specified in the Marine Research Permit No. 16-12/25/16

will continue to apply to the permit holder throughout the extended period of the marine research

permit.

In accordance with the Administrative Procedure Act, issuing of this Marine Research Permit and

Entry Clearance may be filed in Administrative Court within 30 days after the issuance of the

Permit.
