Proposal for an Estonian Judicial Study Visit to Ukraine
Dear Mr Petryshyn,
The Supreme Court of Estonia proposes a study visit to Ukraine by a delegation of the Estonian judiciary, envisioned to take place from 20 to 25 April2026.
The primary focus of this visit is to better familiarise ourselves with the complex challenges of investigating and adjudicating offences against humanity and international security - especially war crimes - in a wartime setting. To this end, the delegation's goal is to meet with both the investigators and the judges who are engaged in handling these critical offences. We are also keenly interested in what issues of constitutionality, including substantive and procedural law, have arisen in your practice, particularly regarding nonns governing criminal procedures and legal proceedings in general.
In light of this, we would like to formally request the possibility of arranging a meeting with the distinguished judges of the Constitutional Court of Ukraine. Furthermore, if it is feasible and strictly permitted under your current security regulations, a short on-site visit to first- and second-level courts operating outside of Kyiv would serve us incredibly well!
This wider perspective would undoubtedly contribute to strengthening the cooperation between the Estonian and Ukrainian judiciaries. We are eager to learn from you directly in this specific field, and we would be deeply grateful for any knowledge and experiences you can share to help us improve our own practices.
