Veeseaduse § 245 lõike 1, riigipiiri seaduse §141 lõike 11 ning kliimaministri 24.08.2023 käskkirja nr 1-2/23/352 punktide 1.4 ja 1.5 alusel ning kooskõlas ÜRO mereõiguse konventsiooni artikli 246

lõigetega 1−3 annab Kliimaministeerium loa teaduslike mereuuringute läbiviimiseks Eesti

Vabariigi jurisdiktsiooni all oleval merealal vastavalt Poola Rahvusliku Merekalanduse Uurimise

Instituudi poolt 26.05.2026 esitatud taotlusele järgmiselt:

Mereuuringu eesmärk EL/ICES poolt koordineeritud ja koostöös Tartu Ülikooli Eesti Mereinstituudiga läbi viidav teaduslik

Läänemere räime- ja kiluvarude akustiline uuring (BIAS/GRAHS) ning katsepüügid pelaagilise traaliga

koos vee- ja hüdrometeoroloogiliste näitajate seirega Eesti sisemeres, territoriaalmeres ja majandusvööndis.

Mereuuringuloa lisatingimused ja uuringuloa omaja kohustused:

1. uuringud peavad toimuma kooskõlas rahvusvaheliste ja Eesti Vabariigi õigusaktidega ega tohi

segada laevaliiklust;

2. kohustus teavitada Eesti Mereväge (kutsung „Merevalvekeskus“) laeva sisenemisest Eesti

Vabariigi territoriaalmerre (koht ja aeg) e-postile [email protected] (eelistatud),

telefonil +372 717 7493 või VHF sagedusel 156.475 MHz (kanal 69);

3. kohustus täita eripüügiloa nr 10-1/26/34-2 (vt lisa) nõudeid ja lisatingimusi;

4. uurimislaeva laevajuht peab pidama raadiovahti GOFREP või VTS töökanalil (61, 60 või 13,

sõltuvalt piirkonnast) ja kanalil 16;

5. traalimine ja ankurdamine on keelatud lähemal kui 0,5 M veealustest kaablitest ja

torujuhtmetest;

6. kui uurimisgraafikus, asukohas või muudes meresõiduohutust puudutavates asjaoludes toimub

muudatusi, tuleb nendest viivitamatult teavitada Transpordiametit e-posti teel aadressil

[email protected];

7. pöördepunktide 24-25, 26-27 ning 29-30 vahel asuvad sõjaväe harjutusalad 1A, 2A ja 4C.

Palume täiendavalt teavitada Transpordiametit e-posti teel [email protected] täpsest

ajavahemikust, millal mainitud kohtades uuringuid teostatakse. „BALTICA“ pöördepunktid

ja sõjaväe harjutusalad on kujutatud joonistel 1 ja 2;

8. veealusel mälestisel ja lokaliseeritud ajalooliste laevavrakkide asukohtades ei tohi traalida ega

ankurdada (Muinsuskaitseseaduse § 52 lg 6, § 25 lg 2);

9. taotluses esitatud uuringutrajektoor läbib veealuse mälestise torpeedopaadi S59 vraki (reg.nr

30967, https://register.muinas.ee/public.php?menuID=monument&action=view&id=30967)

kaitsevööndit. Juhul kui uuringu käigus kavandatakse traalimist nimetatud kaitsevööndis,

tuleb sellest Muinsuskaitseametit teavitada vähemalt kümme (10) päeva enne tööde

alustamist vastavalt Muinsuskaitseseaduse § 58 lõike 3 punktile 4;

10. juhul kui uuringuplaani muudetakse ning traalimine kavandatakse muudele aladele kui

taotluses esitatud, tuleb enne tööde tegemist veenduda, et kavandatavad traalimisalad ei kattu

veealuste mälestiste, nende kaitsevööndite ega lokaliseeritud ajalooliste vrakkidega. Täpsem

Purpose of the research cruise Scientific acoustic survey of Baltic Sea herring and

sprat stocks (BIAS/GRAHS), coordinated by the EU/ICES and conducted in cooperation with the

Additional conditions and obligations of the permit owner:

1. The research cruise must be carried out in accordance with international and Estonian

legislation, and must not interfere with vessel traffic;

2. Information on the place and time of entering and leaving the Estonian territorial sea must be

reported to the Estonian Navy Maritime Operational Centre’s radio station (callsign: „Estonian

Coast Guard“) either by e-mail [email protected] (preferred), by phone

+372 717 7493 or on the VHF frequency 156.475 MHz (channel 69);

3. Obligation to comply with the requirements and additional conditions of the Special Purpose

Fishing Permit No. 10-1/26/34-2 (see appendix);

4. The navigator of the research vessel must keep a radio watch on the GOFREP or VTS working

channel (61, 60, or 13 depending on the area) and channel 16.

5. Trawling and anchoring is prohibited closer than 0,5 NM from underwater cables and

pipelines.

6. If there are changes in the research schedule, location, or any other circumstances that concern

maritime safety, the Estonian Transport Administration must be notified immediately via

email at [email protected].

7. Between curvepoints 24-25, 26-27 and 29-30 there are military practice areas 1A, 2A and 4C.

We request that the Estonian Transport Administration be additionally informed via e-mail at

[email protected] about the exact time period when the research activities will take

place near the mentioned areas. Curvepoints of BALTICA and the military training areas are

depicted on Figures 1 and 2.

8. Trawling and anchoring on a protected underwater monument and at the locations of identified

historical shipwrecks are prohibited pursuant to Section 52(6) and Section 25(2) of the

Heritage Conservation Act.

9. The survey track proposed in the application passes through the protection zone of the

protected underwater monument Torpedo Boat S59 Wreck (Register No 30967,

https://register.muinas.ee/public.php?menuID=monument&action=view&id=30967). Should

trawling be planned within the protection zone during the survey, the National Heritage Board

of Estonia shall be notified at least ten (10) days prior to the commencement of the works in

accordance with Section 58(3)(4) of the Heritage Conservation Act.

10. Should the survey plan be amended and trawling be carried out in areas other than those

indicated in the application, it shall be verified prior to the commencement of the works that

the planned trawling areas do not overlap with protected underwater monuments, their

protection zones, or the locations of identified historical shipwrecks. More detailed

11. The Ministry of Climate, as an issuer of the marine research permit, must be informed

immediately of any substantial changes in the research project by e-mail
