Veeseaduse § 245 lõike 1, riigipiiri seaduse §141 lõike 11 ning kliimaministri 24.08.2023 käskkirja nr 1-2/23/352 punktide 1.4 ja 1.5 alusel ning kooskõlas ÜRO mereõiguse konventsiooni artikli 246

lõigetega 1−3 annab Kliimaministeerium loa teaduslike mereuuringute läbiviimiseks Eesti

Vabariigi jurisdiktsiooni all oleval merealal vastavalt Poola Rahvusliku Merekalanduse Uurimise

Instituudi poolt 07.01.2026 esitatud taotlusele järgmiselt:

Mereuuringu eesmärk EL/ICESi koordineeritava kilu- ja räimevarude akustilise uuringu SPRAS läbiviimine Eesti merealal

vastavalt „Kalanduse riiklikule andmekogumise programmile“ (AKP). Uuringu käigus tehakse

kalavarude akustilist seiret territoriaalmeres ja majandusvööndis, 20 katsepüüki, kogutakse kala-, vee-, zoo- ja ihtüoplanktoni proove ning jälgitakse

veesamba hüdroloogilisi näitajaid.

Uuringu kuupäevad Uuringuperiood 12.05.–13.06.2026, sellest Eesti merealal eeldatavalt 12.05.–11.06.2026, sõltuvalt

ilmaoludest.

Mereuuringuloa lisatingimused ja uuringuloa omaja kohustused:

1. uuringud peavad toimuma kooskõlas rahvusvaheliste ja Eesti Vabariigi õigusaktidega ega tohi

segada laevaliiklust;

2. teavitada Eesti Mereväge (kutsung „Merevalvekeskus“) laeva sisenemisest Eesti Vabariigi

territoriaalmerre (koht ja aeg) e-postile [email protected] (eelistatud), telefonil

+372 717 7493 või VHF sagedusel 156.475 MHz (kanal 69);

3. täita eripüügiloa nr 10-1/26/8-2 (vt lisa) nõudeid ja lisatingimusi;

4. teavitada Kliimaministeeriumit kui mereuuringu- ja laevaloa andjat viivitamata

uuringuprojekti olulistest muudatustest e-postile [email protected]; 5. uuringualal leiduvate veealuste mälestiste ja nende kaitsevööndite kohta leiab infot

kultuurimälestiste riiklikust registrist (https://register.muinas.ee/) ning Maa- ja Ruumiameti

kultuurimälestiste kaardirakendusest

(https://xgis.maaamet.ee/xgis2/page/app/kultuurimalestised). Veealusel mälestisel ei tohi traalida ega ankurdada (muinsuskaitseseadus (MuKS) § 52 lg 6);

6. lokaliseeritud ajalooliste vrakkide asukohti tuleb enne tööde alustamist kontrollida

Transpordiameti hüdrograafia infosüsteemist (https://his.vta.ee:8443/HIS/ Avalik?REQUEST=Main&WIDTH=1920&HEIGHT=911) ning lokaliseeritud vrakkide

asukohtades ei traalita ega ankurdata (MuKS § 25 lg 2);

7. planeeritav kontrollpüügi asukoht sõidujoone punktide nr 3 ja 4 vahel asub liikluseraldusskeemis. Palume kontrollpüügi asukoht planeerida liikluseraldusskeemist välja (näiteks lääne poole), et

uuringu käigus ei segataks laevaliiklust liikluseraldusskeemis. Planeeritav kontrollpüügi asukoht

on kujutatud joonisel 1;

8. planeeritav kontrollpüügi asukoht sõidujoone punkti nr 9 juures asub Kaitseväe harjutusalas 1A. Palume täiendavalt teavitada Transpordiametit e-posti teel ([email protected]) täpsest

ajavahemikust, millal mainitud punktis uuringuid tehakse. Planeeritav kontrollpüügi asukoht ja

Kaitseväe harjutusala on kujutatud joonisel 2;

9. uurimislaeva laevajuht peab pidama raadiovahti GOFREP või VTS töökanalil (61 või 13, sõltuvalt

piirkonnast);

10. uurimistegevuste täpne aeg, kestvus, ala ja vajadusel ohutsoon tuleb Transpordiametiga

kooskõlastada e-posti teel ([email protected]) vähemalt 20 päeva enne tegeliku

uurimistegevuse algust. Kui uurimisgraafikus, asukohas või muudes meresõiduohutust puudutavates asjaoludes toimub muudatusi, siis tuleb nendest Transpordiametit viivitamatult

teavitada samal meiliaadressil;

11. püügiandmed tuleb esitada Regionaal- ja Põllumajandusministeeriumi kalanduspoliitika

osakonnale ([email protected]) 10 päeva jooksul pärast eripüügiloa kehtivusaja lõppemist.

points 1.4 and 1.5 of the Decree of the Minister of Climate No. 1-2/23/352 (24.08.2023) and in

Purpose of the research cruise Conducting the EU/ICES-coordinated sprat and herring stocks acoustic survey SPRAS in the Estonian

marine area in accordance with the National Fisheries Data Collection Programme (DCP). The survey involves acoustic monitoring of fish stocks in the

territorial sea and the Exclusive Economic Zone (EEZ), 20 control hauls, sampling of fish, water,

zooplankton and ichthyoplankton, and monitoring of hydrological parameters in the water column.

Additional conditions and obligations of the permit owner:

1. The research cruise must be carried out in accordance with international and Estonian

legislation, and must not interfere with vessel traffic;

2. Information on the place and time of entering and leaving the Estonian territorial sea must be

reported to the Estonian Navy Maritime Operational Centre`s radio station (call-sign: „Estonian

Coast Guard“) either by e-mail [email protected] (preferred), by phone

+372 717 7493 or on the VHF frequency 156.475 MHz (channel 69);

3. Comply with the requirements and additional conditions of the Special Purpose Fishing Permit

No. 10-1/26/8-2 (see appendix);

4. The Ministry of Climate, as an issuer of the marine research permit, must be informed

immediately of any substantial changes in the research project by e-mail

[email protected];

5. Information about underwater monuments and their protection zones in the study area can be

found in the National Register of Cultural Monuments

(https://register.muinas.ee/public.php?lang=en) and on the Cultural Monuments Map

Application of the Land and Spatial Development Board

(https://xgis.maaamet.ee/xgis2/page/app/kultuurimalestised). Trawling and anchoring is not

permitted on underwater monuments (Heritage Conservation Act (MuKS) § 52 (6));

6. Before starting any activities, the locations of historical wrecks must be checked in the

Estonian Transport Board's hydrographic information system

(https://his.vta.ee:8443/HIS/Avalik?REQUEST=Main&WIDTH=1920&HEIGHT=911).

Trawling and anchoring are not permitted at the site of localised shipwrecks (MuKS § 25 (2));

7. The planned location of the control catches between track points No. 3 and 4 is within a traffic

separation scheme. This survey point must be planned outside the traffic separation scheme

(i.e. moved westwards) to avoid disturbing vessel traffic within it. The planned location of the

control catches is depicted in Figure 1 (see above);

8. The planned location for the control catches near track point No. 9 is within military training

area 1A. The Estonian Transport Administration must be additionally informed via email

([email protected]) of the exact time period during which research activities will

take place in the aforementioned area. The planned location of the control catches and the

military training area 1A is depicted in Figure 2 (see above);

9. The navigator of the research vessel must keep a radio watch on the GOFREP or VTS working

channel (61 or 13, depending on the area);

10. The exact times, durations, areas and safety zones of the research activities must be

coordinated with the Estonian Transport Administration via email

([email protected]) at least 20 days before the activities commence. If any changes

are made to the research schedule, location, or any other circumstances concerning maritime

safety, the Estonian Transport Administration must be notified immediately via the same

email address;

11. Catch information must be sent to the Department of Fisheries Policy at the Ministry of

Regional Affairs and Agriculture of Estonia ([email protected]) within 10 days of the Special

Purpose Fishing Permit’s expiry date.
