• Could you provide us a short description of the work done?
Ship Information System (abbreviation - LIS) was created to consolidate modern ship register and ship monitoring information system for ships under Estonian flag.
System is meant to fulfill the following main objectives:
- Unified register of ships (bringing over all Estonian ship registers is waiting for amendments in legistation).
- Self service environment (for registration, requesting technical supervision, other activities).
- E-check lists (for ships inspections, audits, certificates).
- E-certificates
- Automation of ship registration and supervision processes.
- Providing the related parties with up to date data about ships under Estonian flag.
• Are the projects part of CISE? No?
• Who is using the projects or will use them?
Private sector: shipowners, shipping companies, ships masters. Public sector: all parties involved with the data and operations of Estonian fleet.
• What do the projects do that couldn’t be done before?
Online access to ships database- overview of ships certificates and surveys. Online proceedings with ship registration and supervision processes.
Management and related processes of ship data, inspections and issuing certificates have been so far fragmented and whether partly or entirely paper-based.
• Would they have happened without EMFF? NO

• Could you provide us a short description of the work done? The Estonian Transport Administration launched the digital Seafarers Information System (abbreviation - MIS) on 1 November 2021 to reduce the time spent by customers on services and reduce the administrative burden, also the system is connected to the information systems of the Police and Border Guard Board (for identity and signature identification) and the Board of Education, the Population Register.
Crew members, shipowners and operators can use the information system to quickly and conveniently manage documents required for seafaring, including for seafarers to record their seagoing practice as proof of length of service. The new system enables:
- seafarers, crew members – apply for and obtain various seagoing documents without leaving home instead of going to the service office; add records, etc.;
- seafarers, crew members – store documents certifying qualification and allow ship managers and/or operators to use that information;
- shipowners or operators – see the certificates of competency and endorsements of their crew members as well as the validity of their medical certificates;
- maritime educational institutions – enter exams protocols and study results directly into the system;
- healthcare practitioners – issue medical certificates to seafarers.

• Who is using the projects or will use them? Administratsion, crew members, shipowners,crewing companies, Maritime educational institutions, healthcare practitioners.
• What do the projects do that couldn’t be done before? The implementation of the project would have been delayed, as it required an increased budget that could not be covered by state funding alone. The biggest unfinished activity would have been related to the issue of unoptimized processes, continued paperwork, and the need for people to physically come to the site.
