Subject: Collection of information to support the study on the ex-post
evaluation of EMFF (2014-2020)
Dear Sir/Madame,
The European Commission’s Directorate-General for Maritime Affairs and
Fisheries (DG MARE) has recently launched a study on the ex-post evaluation of the
European Maritime and Fisheries Fund (EMFF 2014-2020).
The purpose of this study, carried out by a consortium of companies led by
Deloitte, on behalf of the Directorate-General for Maritime Affairs and Fisheries (DG
MARE), is to examine the effectiveness and efficiency of the EMFF and its contribution
to the Union strategy for smart, sustainable and inclusive growth, taking account of the
targets established in that Union strategy and in accordance with specific requirements
established in the Fund-specific rules.
The study team is using a variety of methods (surveys, interviews, questionnaires
and other) to collect information and consult with stakeholders at EU and national levels.
DG MARE attaches great importance to a successful outcome of this study. Therefore, I
would be grateful if you offer your collaboration and support to the study team to provide
information that will be useful for the execution of this project. It is also an opportunity
for you to provide feedback and contribute to its improvement.
Your contribution will help to provide a complete and balanced input. The
appropriate confidentiality and processing of personal data clauses have been agreed to
by the contractors1.

I hope this email finds you well. I am writing this email on behalf of Deloitte that has been contracted by DG MARE for the ex-post evaluation of the European Maritime Fisheries Fund (EMFF, 2014-2020) under shared management. A letter of support from the commission is attached for your reference.
As part of this study, we are developing case studies to understand the implementation of the EMFF initiatives at the level of operations. Within a case study, we want to reach out to project beneficiaries to collect insights on the implementation of the operation and conduct analyses to evaluate the implementation of EMFF.
I am reaching out to you with regards to the case study we are developing for Estonia. We are focusing on article 80.1.a of the EMFF: Integrating Maritime Surveillance as part of this case study. We have identified the following operations through the data we received from FAMENET to be included into our case study:
