Dear Sarah Zwick

 

At first for scientific studies at Estonian territorial waters and exclusive economic zone (EEZ) research permit is needed. More information about that permit is available at following address: https://kliimaministeerium.ee/en/water-forest-resources/protection-marine-environment/marine-research-permit

In this permit is described conditions and requirements for conducted research. The application for scientific studies permit should be sent at least six months before start of the study.

 

For Estonian companies above mentioned permit is not required.

 

For installation a buoy a permit is needed issued by us (see maritime safety act § 47 (43)). For permit we need information about buoy location (WGS84 coordinates), dates when the buoy is installed, what kind of the buoy it is (it should be yellow special mark according IALA Maritime buoyage system), is it equipped with lantern and lantern’s flash characteristics. If the buoy is equipped with registered AIS transponder we need to know it’s MMSI and broadcasted name. If you have some additional requirement’s concerning buoy (for instance requirement for ships to keep clearance for some meters) please add this information to the application. The information is used to issue navigational warning to mariners and assess collision risk with vessels. The application for buoy installation should be sent at least one month before the installation to the following address: navinfo@transpordiamet.ee

Hi Kaspar,

 

thanks a lot for providing the link.

I had a look on this, and I am not sure, if this is the “right one” for what we are planning to do.

We would like to deploy the buoy for several month at a specific offshore position.

 

Or is it the chapter 5. In the linked document, which we must fill out?

 

Did I understand it correct, that we must hand in this request for a permit 6 month before the buoy-deployment?

thanks a lot for your response.  I am happy to answer your questions:

 

  1. 1. The buoy is focused on wind-measurement (speed and direction), as well as ocean current and waves. The data is measured for future offshore windfarm sites. (Floating Lidar System)

  2. 2. We don´t have our own ship, so we would be sourcing the vessel locally in Estonia.

 

At the moment we are only looking about some information about how the process of getting a permit is working and which timeline is behind this.

Currently we are involved in some Estonian tenders and if we win one of those, it is our obligation to obtain the permit within short time.

1)     could you please send more detailed information what parameters will be measured?

2)     what ship is going to install the buoy – is it your own ship or is it done in cooperation with some company in Estonia?
