1. § 298⁴  of The State Fees Act stipulates –

(1) State fee of 5000 euros shall be paid before verification of the compliance of a notification of a tobacco product and a tobacco product related product (incl e-cigarettes)

(2) State fee of 740 euros shall be paid for amendment of the notification of a tobacco product and a tobacco product related product.

(3) State fee of 100 euros shall be paid annualy for the publication and maintaining of a notification of a tobacco product and a tobacco product related product.

2. Also, concerning The Tobacco Act–Riigi Teataja there are following changes from 01.01.2025 -

• § 10(4), § 10¹(3), § 10²(7) and § 10³(3) are amended by adding the following last sentence:

Notifications that do not comply with the requirements of this Act shall not be published on the Health Board's website and the ones already published but found non-compliant shall be delisted.

• The word "published" shall be replaced by "published after verification of the compliance of the notification with the requirements and assessment of the information provided" in the first sentence of §§ 10(4), 10²(7) and 10³(3).

• § 10(6) is amended and worded as follows:

An undertaking importing tobacco products into Estonia for the purpose of transferring them or manufacturing tobacco products in Estonia shall notify the Health Board via the common data reporting portal of the sales volumes of tobacco products and tobacco related products by brand and type of product for the preceding calendar year by 31st March of each year.

• In § 10²(1), the first sentence is amended and worded as follows:

An undertaking importing electronic cigarettes or their refill packs, including nicotine-free cigarettes or their refill packs, for the purpose of transferring them to Estonia or manufacturing them in Estonia shall submit a report in electronic form to the Estonian Health Board six months before the intended placing on the market of the product or in the case of any substantial modification.

• In the first sentence of § 10²(2), the words "annually" are replaced by "by 31 March for the preceding calendar year";

• § 10⁴ is amended, as follows

(3) On the submission of a notification referred to in sections 10 to 10³ of this Act, the notifier shall pay the Health Board for the assessment of the information contained therein as follows:

(1) the fee for the assessment of one substance in e-liquid is 240 euros;

(2) the fee for the assessment of emissions in electronic cigarette and their refill pack is 965 euros.

     (4) On the submission of a notification of the sales volumes of a tobacco product and a tobacco product related product, the notifier shall pay the Health Board a notification assessment fee of 240 euros.
