First and foremost, it was a pleasure to hear from you last week. Thank you very much for your call.

 

With regards to EMSA’s possible participation in an event in November 2024 on the Dark Fleet, we would kindly ask you to formalise this invitation with the Executive Director.

 

With regards to your request for information on the services and tools that MSS can offer, we would like to share the following information.

 

Please bear in mind that EMSA can prepare customised services, in line with Estonia’s needs. If there is a specific scenario or criteria you have, please let us know and we can explore what can be done. We are available for a Teams call to further explain any tool/service you would like to know more about.

 

Vessel of Interest List Creator

 

The first tool we would highlight is the Vessel of Interest List Creator, which has also been introduced to the Member States’ Sanctions Points of Contact. The tool is a dashboard that we can quickly add new attributes to in line with your needs, allowing you to input your own criteria. In attachment is a slide deck with an introduction to the tool and below is a screenshot of the criteria definition page.

 

 

11th package of sanctions: monitoring ship-to-ship transfers and AIS gaps

 

The tools made available by EMSA for the 11th package of sanctions aim to facilitate the Member States’ analysis of potential non-compliances with the sanctions against unauthorised ship-to-ship transfers, or loading Russian oil while interfering with tracking equipment. Below are two screenshots of the STS monitoring and AIS gaps dashboards and in attachment is the Implementation Guide for Sanctions Monitoring. There are several services described in the document which may be of your interest on the Dark Fleet topic, with the two screenshots below being examples of the service detailed in section 2.3 of the guide.

 

 

 

Examples of customised services

 

EMSA has also developed several customised services, which we share with you as examples of what can be done on request.

 

Detection of vessels in areas of interest that are not compliant with LRIT requirements

 

The Executive Director wrote to the Administrative Board in May 2024 (letter attached), informing that the Agency would inform the Member States if any vessels from their fleets were not transmitting LRIT at the expected rate while in the Gulf of Persia/Strait of Hormuz. Below is a screenshot of what the internal tool looks like. A similar tool can be made for Estonia, should the relevant LRIT data be available.

 

 

Reporting of vessels around Germany that have been to Russia

 

On request, EMSA developed a dashboard for Germany, to provide an overview of any vessels passing through the area that had been to Russia. Below is a screenshot of the tool, as well as of the explanation page.

 

 

Detection of vessels in areas of interest that are associated with specific countries

 

On request of EUNAVFOR, EMSA developed a tool that displays any vessels associated with Israel (by ownership, flag, management, operator, previous port calls or AIS destination information) and that enter into the Red Sea. This helps EUNAVFOR to understand what vessels may be at a higher risk for attacks. Below is a screenshot of the tool.
