Dear Mr Ivanov,

Thank you for your email. Estonia follows Article 3d of Regulation (EU) No 833/2014 and thus generally speaking it is not allowed to transport Russian nationals on board. In order to provide comprehensive answer to your questions, we need more information about the intended flight and the role of the Russian passenger to be carried.

We kindly ask you to advise if there are any national requirements an operator needs to comply with in transporting Russian nationals to from your country in addition to the requirements stated in article 3d of the Russia Embargo Regulation.

Following specific topic would require clarification:

Does an EU based aircraft operator need to request a permit for landing and departure to/from your country with a Russian national on board the aircraft?
