1. LA REUNIÓN

El principal objetivo de la Conferencia Mundial es facilitar el diálogo judicial entre jueces constitucionales a escala mundial. El intercambio de información que tiene lugar en la Conferencia Mundial fomenta la reflexión sobre los argumentos que promueven los objetivos básicos inherentes a las constituciones nacionales. Aunque estos textos a menudo difieran sustancialmente, el debate sobre los conceptos constitucionales subyacentes une a jueces constitucionales de diversas partes del mundo comprometidos con la promoción de la constitucionalidad en su propio país.

El número máximo de personas por delegación es de cuatro, incluyendo acompañantes y personal de seguridad.

4. TEMA Y DINÁMICA DE LAS SESIONES DE TRABAJO

El tema propuesto para esta ocasión es “Los derechos humanos de las generaciones futuras”.

El Congreso se divide en cuatro sesiones, que tendrán lugar el miércoles 29 y el jueves 30 de octubre.

Cada sesión estará integrada por un moderador, un ponente, un replicante y un relator.

- El moderador modera y da la palabra a los ponentes. - El ponente resume y analiza las respuestas al cuestionario (20 minutos

máximo). - El replicante responde al ponente (10 minutes máximo). - El relator informa sobre la sesión y expone sus conclusiones en la sesión

final (10 minutos máximo).

5. REUNIÓN DE LOS GRUPOS REGIONALES Y LINGÜÍSTICOS Y DE LA MESA DE LA CMJC

El día 28 de octubre tendrán lugar las reuniones de los grupos regionales y lingüísticos.

Se dispondrá de cuatro salas, que se han asignado a los grupos en función de su tamaño y otras necesidades. Se proporcionará interpretación cuando sea necesario de acuerdo con las lenguas oficiales de cada grupo según sus Estatutos.

Debido a cuestiones de espacio, rogamos se limite la participación en estas reuniones a dos representantes de cada Tribunal miembro. Estos dos representantes formarán parte de la delegación oficial compuesta por un máximo de cuatro miembros, debidamente inscritos junto a la totalidad de la delegación.

Corresponde a los órganos de cada grupo regional y lingüístico la elaboración del orden del día y la selección de los asuntos a tratar. La Secretaría del VI Congreso no tendrá ninguna participación en esta tarea.

Asimismo, rogamos que cada grupo convoque a sus respectivos miembros a la reunión según el horario previsto en la agenda del Congreso, que se recabe el listado de participantes y se informe a la organización de los 2 representantes de cada Tribunal que participarán en la reunión.

En la reunión de la Mesa de la CMJC participarán exclusivamente los miembros de esta, según la composición oficial publicada por la Comisión de Venecia. El orden del día de la reunión se informará a la brevedad posible.

6. LLEGADAS Y SALIDAS Las delegaciones serán recibidas en su llegada y salida del aeropuerto por los servicios de protocolo del Tribunal Constitucional. El aeropuerto está aproximadamente a unos 20 minutos de los hoteles colaboradores. El Tribunal Constitucional facilitará el transporte de las delegaciones del aeropuerto al hotel.

7. ACREDITACIONES

Todos los participantes deberán acudir a los eventos debidamente acreditados.

La organización facilitará la acreditación directamente en los hoteles colaboradores.

Para los Presidentes/presidentas o, en su caso, jefes de delegación, se entregará además un pin que permita identificarlos. La organización agradecería el uso de este pin en todo momento.

8. TRANSPORTE El Tribunal Constitucional de España proporcionará el traslado desde y hacia el aeropuerto y desde los hoteles a los lugares de celebración de los eventos para aquellas personas debidamente inscritas. El transporte no se asigna específicamente a una delegación.

Solo se proporcionará transporte desde los hoteles colaboradores y para las actividades incluidas en el programa oficial.

9. IDIOMAS Las sesiones de trabajo se desarrollarán en los siete idiomas oficiales de la Conferencia Mundial: alemán, árabe, español, francés, inglés, portugués y ruso.

La reunión de la Mesa de la Conferencia se desarrollará en inglés, francés y español.

También se proporcionará interpretación durante las reuniones de los grupos regionales y lingüísticos en sus respectivos idiomas oficinales, cuando sea necesario.

10. INSCRIPCIÓN La participación en el VI Congreso solo es posible para los miembros de la Conferencia Mundial de Justicia Constitucional y otras personalidades que hayan recibido una invitación por parte del Tribunal Constitucional de España y/o de la Comisión de Venecia.

Se proporcionará un formulario de registro para los participantes y acompañantes.

Recomendamos encarecidamente preparar con antelación toda la información necesaria (miembros de la delegación, número de identidad/pasaporte, fechas de llegada y salida, número de vuelos, actos en los que participarán, intolerancias alimentarias y cualquier otra necesidad).

11. ACOMPAÑANTES El Tribunal Constitucional de España organizará un programa cultural paralelo para aquellos acompañantes incluidos en la delegación (máximo 4 personas por delegación) y que no vayan a participar en las sesiones de trabajo los días 29 y 30.

El programa consistirá en la visita, por la mañana o por la tarde, a espacios emblemáticos de la ciudad de Madrid. El programa no incluirá almuerzos, que corren a cargo de cada acompañante.

Por motivos de organización, es imprescindible que las personas acompañantes se registren en el Congreso, sin superar el número máximo de 4 personas por delegación.

12. ALOJAMIENTO El Tribunal Constitucional de España recomienda a las delegaciones que se alojen en los hoteles colaboradores, los cuales están cerca de IFEMA y bien conectados con el centro de la ciudad.

En cada hotel se ubicará un mostrador de bienvenida, con personal de la organización, que estará a disposición de los participantes del 27 al 31 de octubre para la prestación de todo tipo de asistencia y la resolución de dudas.

Solo se proporcionará transporte hacia y desde los hoteles colaboradores

1. LA RÉUNION

L'objectif principal de la Conférence mondiale sur la justice constitutionnelle est de faciliter, à l'échelle mondiale, le dialogue entre les juges de cours constitutionnelles. L’échange d'informations qui opère lors de la Conférence mondiale approfondit la réflexion sur les principes inhérents aux constitutions nationales. Même si ces derniers présentent souvent des différences notables, l’examen des notions constitutionnelles sous-jacentes fédère les juges de diverses parties du monde résolus à promouvoir la constitutionnalité dans leur propre pays.

Chaque délégation peut comprendre un maximum de quatre membres, y compris les accompagnateurs et le personnel de sécurité.

4. THÈME ET DYNAMIQUE DES SESSIONS DE TRAVAIL Le thème proposé pour cette occasion est « Les droits de l'homme des générations futures ».

Le congrès est divisé en quatre sessions, qui se tiendront les mercredi 29 et jeudi 30 octobre.

Chaque session comprendra quatre postes : un président de session, un orateur principal, un discutant et un rapporteur.

- Le président de séance anime la session et donne la parole aux orateurs. - L'orateur principal résume et analyse les réponses au questionnaire (20

minutes maximum). - Le discutant répond à l'orateur principal (10 minutes maximum). - Le rapporteur rend compte de la session lors de la séance de clôture (10

minutes maximum).

5. RÉUNION DES GROUPS RÉGIONAUX ET LINGUISTIQUES ET DU BUREAU DU WCCJ Les réunions des groupes régionaux et linguistiques auront lieu le 28 octobre.

Quatre salles seront disponibles, qui ont été attribuées aux groupes en fonction du nombre de membres et d'autres besoins. L'interprétation sera assurée si nécessaire en fonction des langues officielles figurant dans les statuts de chaque groupe.

En raison d’espace, nous vous demandons de limiter la participation à ces réunions régionales et linguistiques à deux représentants de chaque Cour membre. Ces deux représentants feront partie de la délégation composée d'un maximum de quatre représentants, comme indiqué précédemment, et devront être dûment enregistrés avec l'ensemble de leur délégation.

Il appartient aux organes de chaque groupe régional et linguistique d'établir l'ordre du jour et de sélectionner les questions à débattre. Le Secrétariat ne participera pas à ces réunions.

Nous demandons également que chaque groupe convoque ses membres respectifs à la réunion selon l’horaire prévu dans l'ordre du jour du Congrès, que la liste des participants soit établie et que l'organisation soit informée des 2 représentants de chaque Tribunal qui participeront à la réunion.

Seuls les membres du Bureau du WCCJ, selon la composition officielle publiée par la Commission de Venise, participeront à la réunion du Bureau du WCCJ. L'ordre du jour de la réunion sera communiqué dès que possible.

6. ARRIVÉE ET ACCUEIL Des représentants du service du protocole du Tribunal constitutionnel accueilleront les délégations à leur arrivée et à leur départ de l'aéroport de Madrid.

L'aéroport Adolfo Suárez Madrid-Barajas est situé à environ 20 minutes des hôtels partenaires. Le Tribunal constitutionnelle espagnole facilitera le transport des délégations de l'aéroport à l'hôtel.

7. ACCRÉDITATIONS

Tous les participants doivent être dûment accrédités pour assister aux événements.

Les accréditations seront fournies par les organisateurs directement dans les hôtels partenaires.

Les présidents ou, le cas échéant, les chefs de délégation recevront également un pin's pour les identifier. L'organisation apprécierait que ce pin's soit utilisé à tout moment.

8. TRANSPORTS La Cour constitutionnelle espagnole assurera le transfert de l'aéroport et la navette entre les hôtels partenaires et le lieu de la réunion pour les personnes dûment enregistrées. La navette n'est pas dédiée spécifiquement à une délégation.

Le transport n'est assuré qu'à partir des hôtels partenaires et pour les activités du programme officiel.

9. LANGUES Les sessions de travail se dérouleront dans les sept langues officielles du WCCJ: allemand, anglais, arabe, espagnol, français, portugais et russe.

La réunion du Bureau se déroulera en anglais, en français et en espagnol.

L'interprétation sera également assurée lors des réunions des groupes régionaux et linguistiques dans leurs langues officielles, si nécessaire.

10. INSCRIPTION Le 6ème Congrès du WCCJ est ouvert aux tribunaux membres et aux personnes qui ont reçu une lettre d'invitation du Tribunal constitutionnel d'Espagne et/ou de la Commission de Venise.

Un formulaire d'inscription sera envoyé aux participants et aux personnes les accompagnant.

Nous vous recommandons vivement de préparer à l'avance toutes les informations nécessaires (membres de la délégation, numéro d'identité/passeport, dates

d'arrivée et de départ, numéros de vol, événements auxquels les délégués participent, intolérances alimentaires, et tout autre besoin).

11. ACCOMPAGNATEURS/ACCOMPAGNATRICES

La Cour constitutionnelle d'Espagne organisera un programme culturel parallèle pour les accompagnateurs/accompagnatrices inclus dans la délégation (maximum 4 personnes par délégation) et qui ne participeront pas aux séances de travail des 29 et 30 octobre.

Le programme consistera en une visite, le matin ou l'après-midi, de certains lieux emblématiques de la ville de Madrid. Le programme ne comprendra pas les déjeuners, qui seront pris en charge par chaque accompagnateur.

Pour des raisons d'organisation, il est indispensable que les accompagnateurs/accompagnatrices s'inscrivent au Congrès, sans dépasser le nombre maximum de 4 personnes par délégation.

12. HÉBERGEMENT La cour constitutionnelle recommande aux délégations de séjourner dans des hôtels partenaires proches du lieu de la réunion et bien reliés au centre-ville.

Un bureau d'accueil sera installé dans chaque hôtel, avec du personnel de l'organisation, qui sera à la disposition des participants du 27 au 31 octobre pour leur fournir toute sorte d'assistance et répondre à leurs questions.

1. THE MEETING

The main purpose of the World Conference is to facilitate judicial dialogue between constitutional judges on a global scale. The exchange of information that takes in the World Conference furthers reflection on arguments that promote the basic goals inherent to national constitutions. Even if these texts often differ substantially, discussion on the underlying constitutional concepts unites constitutional judges from various parts of the world committed to promoting constitutionality in their own country.

Each delegation may comprise a maximum of four members, including any accompanying persons or security personnel.

3. VENUE OF THE MEETING Working sessions and meetings of the VI Congress of the World Congress on Constitutional Justice will take place in IFEMA Madrid.

4. THEME AND DYNAMIC OF WORKING SESSIONS

The topic proposed for this occasion is “The Human Rights of Future Generations”.

The Congress is divided in four sessions, which will be held on Wednesday 29 and Thursday 30 October.

Each session will include four positions: a session chair, a key-note speaker, a discussant and a rapporteur.

- The session chair moderates and gives the floor to speakers. - Key-note speaker summarizes and analyses the replies to the questionnaire

(20 minutes maximum). - Discussant replies to the key-note speaker (10 minutes maximum). - Rapporteur reports on the session to the closing session (10 minutes

maximum).

5. MEETING OF THE REGIONAL AND LINGUISTIC GROUPS AND THE BUREAU OF THE WCCJ The meeting of the regional and linguistic groups will be held on 28 October.

Four rooms will be available, which have been assigned to groups according to their size and other needs. Interpretation will be provided when needed according to the official languages included in each groups’ Statutes.

Due to space limitations, we kindly ask you to limit the participation in these regional and linguistic group meetings to two representatives from each member Court. These two representatives shall be part of the delegation consisting of a maximum of 4 representatives, duly registered with their entire delegation.

It is up to the bodies of each regional and linguistic group to draw up the agenda and select the issues to be discussed. The Secretariat of the VI Congress will not have any participation in this.

We kindly ask each group to summon their respective members to the meeting according to the timetable foreseen in the Congress agenda, that the list of participants be compiled and inform the organization of the 2 representatives from each Court who will participate in the meeting.

Only members of the Bureau shall participate in the meeting of the Bureau, according to the official composition published by the Venice Commission. The agenda of the meeting will be communicated as soon as possible.

6. ARRIVAL AND WELCOME Representatives of the Protocol Services of the Constitutional Court will meet delegations on arrival and departure at Madrid airport. The airport is about 20 minutes from our partner hotels. The Constitutional Court will facilitate the transport of delegations from the airport to the hotel.

7. ACCREDITATION All participants must be duly accredited to attend the events.

Accreditation will be provided by the organisers directly at the partner hotels.

Presidents or, where applicable, heads of delegation will also be issued with a pin to identify them. The organisation would appreciate the use of this pin at all times.

8. TRANSPORTATION The Spanish Constitutional Court will provide airport transfer and shuttle from partner hotels to the venue for duly registered persons. The shuttle is not dedicated specifically to one delegation.

Transport will only be provided from partner hotels and for activities included in the official program.

9. LANGUAGES Working sessions will take place in the seven official languages of the WCCJ: Arabic, English, French, German, Portuguese, Russian and Spanish.

The Bureau meeting will take place in English, French and Spanish.

Interpretation will also be provided during meetings of the regional and linguistic groups in their official languages, when needed.

10. REGISTRATION The VI Congress of the WCCJ is open for member courts and individuals that have received an invitation letter from the Constitutional Court of Indonesia and/or the Venice Commission.

A registration form will be sent for participants and accompanying persons.

We highly recommend preparing in advance all the necessary information (members of the delegation, identity number/passport, arrival and departure dates, flight numbers, events in which delegates are participating, food intolerances, and any other needs).

11. ACCOMPANYING PERSONS

The Constitutional Court of Spain will organise a parallel cultural programme for those accompanying persons included in the delegation (maximum 4 persons per delegation) who will not be participating in the working sessions on the 29th and 30th.

The programme will consist of a visit, in the morning or afternoon, to emblematic places in the city of Madrid. The programme will not include lunches, which will be at the expense of each accompanying person.

For organisational reasons, it is essential that accompanying persons register at the Congress, without exceeding the maximum number of 4 persons per delegation.

12. ACCOMODATION The Constitutional Court of Spain will recommend partner hotels near the venue of the meeting and well connected with the city center.

A welcome desk will be located at each hotel, staffed by the organizers, which will be available to participants from 27 to 31 October to provide all types of assistance and answer any queries they may have.

Transportation will only be provided to and from these partner hotels

We highly recommend delegations book their accommodation as soon as possible because special rates and discounts depend on hotel availability. October is a month with many congresses and tourism, and it is very easy for hotels to be full.
