1. 1. A document where trading are is specified. Reason behind strange wording is that we are not familiar with the documents issued in UK.

2. 2. We do not know how the near coastal voyges is defined in UK legislation. If it includes Baltic Sea, II/3 is sufficient. Otherwise upwards.

In addition documents required under Chapters I, III, IV, V and VI of the Code, if appliccable.

Just to clarify a couple of things:

What document would this typically be? This is not something I am used to.

2. 2. “Certificates of Competency and Certificates ofProficiency are required to be according to STCW.“

Does this include certificates issued under annex 9 of STCW? Or would you only be looking for STCW Master <500gt Near Coastal STCW II/3 and upwards?

Please see our response below:

• * Local agent will enter ships call into Electronic Maritime Date Exchange (EMDE) system and PSC officers will get the information from there.

• * We are not familiar with the UK code. Vessels are required to have a document of evidence for international trading area that includes the Estonian waters.

If vessels are going to be engaged in cabotage they also have to meet the requirements of the Estonian legislation.

• * There are no restrictions to crew nationalities, but that does not mean that they can freely embark or disembark from the vessel. This is subject to immigration laws.

Vessel has to have a Minimum Safe Manning Document and be manned accordingly. Certificates of Competency and Certificates ofProficiency are required to be according to STCW.

I am writing on behalf of one of our members that is looking into the possibility of working for a short period in Estonian waters with a UK flagged workboat under 24m.

As group of over 280 vessel owners and supply chain, we don’t have any recent experience with a UK <24m vessel working in Estonia and I wondered if you could help provide some information please?

• * Who to report to in the Port State for arrival/departure and reason why working in Estonia?

• * Are there any expectations above the UK regulations that require implementing before arrival?

• * Are there any restrictions on crew nationality (UK) or what certificates are accepted?
