Thank you for your detailed response, it is very much appreciated.
Just to clarify a couple of things:
What document would this typically be? This is not something I am used to.
Does this include certificates issued under annex 9 of STCW? Or would you only be looking for STCW Master <500gt Near Coastal STCW II/3 and upwards?

Please see our response below:
If vessels are going to be engaged in cabotage they also have to meet the requirements of the Estonian legislation.
Vessel has to have a Minimum Safe Manning Document and be manned accordingly. Certificates of Competency and Certificates ofProficiency are required to be according to STCW.

I am writing on behalf of one of our members that is looking into the possibility of working for a short period in Estonian waters with a UK flagged workboat under 24m.
As group of over 280 vessel owners and supply chain, we don’t have any recent experience with a UK <24m vessel working in Estonia and I wondered if you could help provide some information please?
