Just to clarify a couple of things:
What document would this typically be? This is not something I am used to.
Does this include certificates issued under annex 9 of STCW? Or would you only be looking for STCW Master <500gt Near Coastal STCW II/3 and upwards?

Please see our response below:
If vessels are going to be engaged in cabotage they also have to meet the requirements of the Estonian legislation.
Vessel has to have a Minimum Safe Manning Document and be manned accordingly. Certificates of Competency and Certificates ofProficiency are required to be according to STCW.

NOTES 1. In addition to the qualifications required above, vessels of 80 GT and over, engaged in towing, or assisting the handling, berthing or un-berthing of ships or other floating objects over twice their displacement, shall be manned by suitably experienced personnel, competent for the area and type of operation and size and type of the vessel. 2. The Master and watchkeepers should be conversant with the stability limitations of the vessel. 3. STCW recognised qualification may be used in preference to the above certification. 4. Where indicated may be a dual role position other than the Skipper. It is the responsibility of the vessel operator to ensure that the Engineering Certificates are acceptable for the National waters in which they serve. 5. Operator shall comply with the MLC 2006, as amended, Regulation 2.3 and Small Vessel Regulations – Hours of work and rest, when operating single daily shift (Less than 14 Hours). The limits on hours of work or rest shall be as follows:
(a) maximum hours of work shall not exceed (i) 14 hours in any 24-hour period, and (ii) 72 hours in any seven-day period
or (b) minimum hours of rest shall not be less than
(i) ten hours in any 24-hour period, and (ii) 77 hours in any seven-day period
