Thank you for explaining the complexities of this payment. Interestingly, this did not happen when I was paid a training fee by the Ministry of Justice in Estonia.

I have attached another invoice. I submit my tax return in the UK for my private work as a consultant through a registered sole trader company called Consulting Tim Chapman (CTC Associates). My Unique Taxpayer Reference (UTR) is 7004634269. I hope that enables the invoice to be paid soon.

Dear Tim,

Thank you so much for letting me know that the payment has not been made yet. I truly appreciate your patience and understanding.

Please accept my heartfelt apologies for this situation. I’m very sorry that the process has taken so long and for the inconvenience it may have caused.

I also want to sincerely apologise for not being able to give you a clear answer already back in May. I did look into it at the time, but unfortunately I was given different information then — and I now realise that it wasn’t fully accurate. I truly regret the confusion this has caused.

I followed up again, and our accounting department provided the following explanation regarding the current options for proceeding with the payment, as the service was provided within the Republic of Estonia and therefore falls under Estonian tax regulations:

* If you are able to issue an invoice for the full amount (€6,300) from a registered company (if you have one), we can transfer the total amount without any tax deductions on our side. In that case, the tax obligations would fall under your local tax regulations.

* You could submit travel-related receipts. We would then reimburse the documented travel costs without any deductions. The remaining €4,800 would be processed as a salary payment, with taxes withheld according to Estonian tax law. The net payment in this case would be €3,684.10 (after deducting unemployment insurance and income tax).

* The entire €6,300 would be paid as salary income, taxed in Estonia. After tax deductions, the net amount transferred to you would be €4,835.38.

Please let us know which option would work best for you. We’ll move forward accordingly and do our best to make sure the payment is completed as soon as possible.

On another note — we have had no trace of a heatwave here! June was officially the 7th rainiest month since 1922 in Estonia, and July seems to be following the same path. There hasn’t been much reason to visit the beach yet! But we remain hopeful that some proper summer weather is still on its way, so people can finally recharge their batteries.

Of course, extreme heat can also be exhausting — sending you strength over there, and perhaps a little of our rain to cool things down!

Just yesterday, Stanislav from the Ministry of Justice and I presented the principles of restorative schools to officials from the Ministry of Education. I truly hope we managed to inspire them!

Now, to answer your questions:

The travel expenses were agreed upon in the original proposal — I've attached a screenshot for reference. There’s no need to submit individual flight tickets, as the payment will be made based on the agreed proposal.

However, we do need a re-signed version of the service delivery confirmation. Would it work for you to print the document yourself, sign it, and send it back to us by post? That would help us save a bit of time. Once we receive the signed copy, we can initiate the payment process and will send you a scanned version signed from our side.
