The rules (and time limits) for filing a request for review in public procurement are in the Public Procurement Act (§ 185, § 189, § 190) (https://www.riigiteataja.ee/en/eli/ee/501082025002/consolide/current).
You have to send signed request for review to [email protected]
Appeal procedure, documents included, is held in Estonian.
According to section 186 of the Public Procurement Act, upon filing a a contestation notice, a state fee is paid in accordance with the State Fees Act (SFA):
- * 640 euros if the estimated value of a public procurement is below the international threshold;
- * 1280 euros if the estimated value of a public procurement equals or exceeds the international threshold.
You have to pay 1280 euros.
State fee shall be transferred to the bank account of the Ministry of the Finance:
1. SEB Pank - EE891010220034796011 (BIC/SWIFT: EEUHEE2X) or
2. Swedbank - EE932200221023778606 (BIC/SWIFT: HABAEE2X) or

The payment order must specify the state fee reference number: 2900082126
If its need You have to submit power of attorney. You have to let us know if you want written procedure or public hearing on the notice with the participation of the parties to proceedings.
