We would like to request a review of the rejection of our proposal , but we are uncertain about the correct procedure to submit a claim to the Public Procurement Review Committee.

Could you please clarify the following:

* The correct way to submit the claim through digital channels, whether it must be signed using a specific platform or if it can be sent by email, and the exact process to follow.
* Whether the claim must be submitted in Estonian, or if it can be submitted in English given that this is an international tender.
* Any deadlines, required documentation, or other important details we should be aware of.
