Airspace risk assessment questionnaire for

the affected parties in the vicinity of Tallinn

In 2020-2021, the Transport Administration started an airspace risk assessment project in

cooperation with Eurocontrol to ensure the safe flight of unmanned aircraft in the vicinity of

Tallinn (Tallinn city and Harju County). After a two-year break, the project has been launched

again, now focusing on the preparation of an airspace risk analysis in accordance with the new

European Commission implementing regulation (EU 2021/664, April 22, 2021, on the U-space

legal framework), as a result of which it will be possible to create the U-space to Tallinn airspace

in the future in the vicinity of the airport and within the city of Tallinn and Harju County. We carry

out the airspace risk assessment on the basis of the guidance material prepared by the Eurocontrol.

The risk analysis is carried out under the leadership of the Transport Administration in accordance

with the requirements set out in Commission Implementing Regulation (EU) 2021/664. Preparing

an airspace risk analysis also includes the involvement of affected parties and your input. We

would like to ask your feedback on the questionnaire attached to the letter. Please send your

Questions:

1. Do you consider the provision of optional U-space services (weather information and

conformance monitoring) as an integral part of your business case?

2. Do you expect to become certified USSP in Estonia? If yes then when (estimated timeline)?

3. What are your means to receive e-conspicuity data? (e.g. ADS-L, SRD, Mobile networks)

4. Through what means do you interface with UAS operators? (e.g. internet, mobile networks)
