Thank you for your correspondence.
While we understand your internal procedural deadlines, the highly specific nature of the questions submitted necessitates a comprehensive analysis and close coordination with the TSO. Regrettably, compiling detailed responses within a timeframe of merely a few days is not feasible and will require additional time. However, in the interim, we are able to provide you with a preliminary response of a more general nature regarding the matters raised.
The Estonian TSO (Elering) and the Latvian TSO (Conexus Baltic Grid) operate common balancing zone of Estonia and Latvia. Precondition for transit is having a common zone network user who has network agreement and balancing agreement with either Elering or Conexus. There are no agreements signed with Russian TSO. The transit entry point nominated can only be Luhamaa entry point, exit point nominated can only be Kiemenai exit point between Latvia and Lithuania, which is on the way to transit gas through Lithuania towards Kaliningrad. All network users active in Common balancing zone can facilitate the transit.
Regarding your second inquiry, it is our understanding that the primary challenge lies in the organization of capacity auctions in accordance with the CAM NC. Firstly, conducting capacity auctions at the Russian border constitutes an unnecessary administrative burden. Secondly, the unrestricted auctioning of entry capacities fails to preclude the importation of Russian gas into Estonia, which is strictly prohibited pursuant to a regulation of the Republic of Estonia Government. At the same time, we are maintaining an active dialogue with the TSO in order to provide a comprehensive overview regarding the technical reasons preventing the implementation of the provisions of other EU NCs and FGs brought out in your letter.
We respectfully request that you consider this as a preliminary and general response. Please be assured that we will provide you with substantive explanations to your questions upon the receipt of additional input from the TSO. We are making every effort to provide you with detailed answers as soon as possible, which we anticipate will be finalized within the next few weeks.
We trust you understand that providing thorough answers requires additional time, but due to the importance of this topic, it is a high priority for us.

Thank you for taking the time to ask for clarification.
Regarding the questions, we would need to discuss the answers with our TSO. Unfortunately, this and next week we are having school holidays, so it is a bit difficult to get a hold of the correspondents for this topic on the TSOs side. According to the automated response one of them will be away until 09.03.
We will try to our best in getting a hold of someone who knows about the topic from the TSO’s side as soon as possible, but incase you have a very critical deadline coming then do let me know and I will see if I can work around it somehow.
