A - 122.39 Continue conducting policy programmes to support the effective implementation of the new Child Protection Act, in particular focusing on prevention and early intervention in cases of child abuse and domestic violence (Finland);

The police has continued putting extra attention to all domestic violence cases including children. They inform the local governments about all the cases where the child has been a victim or a witness as well as the cases where the child is not witnessing but is a part of the family where there is a case of domestic violence. To access the information more easily the databases of the police and the local governments will be connected in March 2020, so the information change about the children in need will be automatic.
A - 122.75 Take further steps to promote tolerance, cultural diversity and integration in the country and internationally (Armenia);

In the process of implementation. A cross-media project „LIVEstonia. I live here“ and „Let´s get to know each other!“ have been implemented with the support of EU Asylum, Migration and Integration Fund in order to raise awareness, promote tolerance, support cultural diversity and integration and to increase social cohesion.

Estonia has taken a comprehensive approach to tackle the problem. The Ministry of the Interior has formed a cross-sectoral steering group for coordinated and strong collaborations, communications and actions between the ministries, subdivisions, municipalities and NGOs. The overall goal is to reduce domestic violence and gender- based violence in Estonia, raise the awareness among victims and the general public. In Summer 2019 the Domestic Violence steering group made a memorandum for the government about the domestic violence action plan for 2019- 2023 focusing on five key goals: the protection of the victims, the responsibility of the perpetrator, the knowledge and professionalism of specialists, the tools supporting the specialists and the monitoring of the problem.
A - 122.87 Continue its good efforts to address violence against women and domestic violence, in particular through the ratification of the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence (Latvia);

The police takes more serious measures in situations where there is immediate danger to the victim by prohibiting the perpatrator to stay on the premises with the victim. This is done to ensure the safety of the person who might be at risk of violence.

Estonia is using the multi-agency risk- assesment conference (MARAC) model to detect and protect the victims with a high risk of domestic violence. MARAC model is spread to every county in Estonia and is led by the local victim support worker and coordinated by the local police.
A - 122.90 Strengthen prevention efforts, including through legislative measures aimed against domestic violence and ensure that all professionals working with victims of domestic violence receive regular and comprehensive training (Czech Republic);

Estonia is continuously traning all specialists working with domestic violence cases. To improve the knowledge and competences of the specialists the Ministry of the Interior, Ministry of Social Affairs together with the Police and Border Guard Board and the Social Insurance Board held a cross- sectoral training in every county in 2019 for all the specialists
working with the domestic violence cases about the new apporaches on how to ensure better safety of the victims, help and support the victims and target the perpatrators. (This training included the training of the MARAC model).
A - 122.92 Reinforce mechanisms to detect and investigate cases of domestic violence, train law enforcement officials to deal with such cases and fully implement the provisions of the National Plan for Preventing Violence for the period 2015–2020 (Republic of Moldova);

Estonia implements the Good Behavior Game to create positive environment in the class room. The intervention is desgined to reduce off-task behavior, increase attentiveness, decrease aggressive and disruptive behavior, as well as shy and withdrawn behavior. The Good Behavior Game has also shown improvements with academic success, and mental health wellbeing and reduces substance abuse later in life. It has currently implemented in 106 schools in Estonia.
A - 122.114 Promote the realization of the right of everyone to take part in cultural life, including by ensuring the facilitation of access to cultural goods, particularly for disadvantaged and marginalized individuals and groups (Albania);

A free schooling programm „Culture step“ is being implemented for people whose native tongue is not Estonian and who are interested in learning more about Estonian culture, nature, history, and everyday life. Culture and sports program for beneficiaries of international protection and their family members has been implemented.
A - 122.122 Continue strengthening the integration programmes of national minorities to ensure their economic, social and cultural rights (Chile);

In the process of implementation. The ministry of interior offers welcoming programm „Settle in Estonia“ to all newly arrived foreigners. The Settle in Estonia Programme is a free educational programme provided by the Estonian state which is intended to help the foreigners who have arrived in Estonia to adapt and become accustomed to local life more easily. The programme, which comprises various training courses, gives an overview of how the state of Estonia and its society function and how daily life is organised.
A - 122.123 Continue its efforts in providing migrants and other sectors in vulnerable situations greater access to health, education and other social services, in the face of an increased number of migrants entering Europe (Philippines);

With the support of European Social Fund the ministry of interior with other relevant institutions is developing or redesigning existing public services in order to increase migrants access to necessary services. For beneficiaries of international protection, support person service is being offered in order to facilitate also better access to public services.

In the process of implementation. Since 2019 Estonia offers to its long-term residence the opportunity to sign language instruction agreements in order to acquire Estonian citienship. The agreement gurantees free Estonian language courses necessary to obtain Estonian citizenship and offers a paid study leave from work
