in line with Article 5(3) of the ISF Regulation, where the project implementation

Dear Lenka,
Please find attached information that reflects the situation in Estonia in 2022.
One of the main challenges in Estonia is to fight against the risks related to the of Explosive materials. Preparedness
for EOD, IED and CBRN incidents needs more attention, given the changed nature of threats in Europe. It is
estimated that over half a million World War II explosives are still in the Estonian soil - the accessibility of these
explosive substances is an essential internal security problem in Estonia and carries high risk in terms of possible
terrorism or lone offenders.
The budget of the project is foreseen for 7 years. It costs a lot to participate in the practical trainings (with the
special equipment). The trainings in the EOD/IEDD(Improvised Explosive Device Disposal) /CBR area are costly (they
are of niche nature).
We would like to participate in the international EOD/IEDD course “Northern Challenge” that takes place annually in
Iceland. It is one of the most challenging courses it the subject area.

I am consulting other services about your project. Could you please provide a background information on the
situation in EE in relation to this project – what territory (e.g. % or any data you have at your disposal) contains
explosives in the ground; if you can give information that justifies beyond what you have provided the merits of such
project and the allocated budget....

Taustainfoks – ISFi määruse Art 5 (3) ütleb:
3. As regards actions in and in relation to third countries, the Commission and the Member States, together with the
European External Action Service, shall, in accordance with their respective responsibilities, ensure coordination
with relevant Union policies, strategies and instruments. They shall, in particular, ensure that actions in and in relation to third countries: (a) are carried out in synergy and in coherence with other actions outside the Union
supported through other Union instruments; (b) are coherent with external Union policy, respect the principle of
policy coherence for development and are consistent with the strategic programming documents for the region or
country in question; (c) focus on measures that are not development-oriented; and (d) serve the interests of internal
Union policies and are consistent with activities undertaken within the Union

Sel juhul tuleb täita Euroopa Komisjonile esitatav vorm kolmanda riigiga koostöö tegemiseks (vt TAT p 7.5.6) ja saata
mulle e-kirjaga. Mina edastan selle Euroopa Komisjonile, kuna sellised koolitused tuleb kooskõlastada EKga. Kui teil
on projektis teada, et soovite koostööd teha veel mõne kolmanda riigiga (sh UK), siis pange ka see kohe vormile
kirja, ei pea mitu korda esitama. Lisan kirjale ka vormi.
