DG Home andis teada, et MTA poolt Sisejulgeolekufondi (ISF) EMAPCT erimeetme taotlusvooru esitatud projekt saab rahastuse summas 954 000 eur. Projekt lisatakse Eesti ja projekti partnerite Läti ja Leedu ISFi rakenduskavadesse. Eesti ISFI rakenduskavasse lisatakse 417 668 eur (tegevusteks 375 901,2 eur EK toetus + 41 766,8 eur riiklik kaasfinantseering ning Siseministeeriumile kui ISFi korraldusasutusele 22 554,07 eur (so 6% tegevuste eelarvest) tehniliseks abiks.
Juhin tähelennu, et projekti tegevustega võite alustada alles pärast seda, kui SiM on ISFi rakenduskava uuesti Euroopa Komisjonile (EK) esitanud. See aga võtab aega, sest ootame praegu EK ametlikke kommentaare ISFi rakenduskavale ning alles siis, kui oleme EK kommentaarid saanud ja nendega ISFi rakenduskavas arvestanud ning lisanud EMPACT projekti ISFi rakenduskavasse, esitanud rakenduskava EISi kommenteerimiseks ja kui VV on ISFi rakenduskava kinnitanud, saame selle esitada EK-le. Annan ajaraamist täpsemalt teada, kui oleme EK-lt kommentaarid saanud.

Following the call for expression of interest launched on 22 December 20211 ,
DG HOME has received 17 proposals for a total of requested EU contribution amounting
to EUR 25.247.907,56 and has assessed the admissible proposals on the basis of the
award criteria listed in the call.
The amount eventually allocated to this ISF/2022/SA/2.2.1 call is EUR 15.7 million,
after a redeployment of savings from another ISF call.

EMPACT” under ISF - Reference ISF/2022/SA/2.2.1
Dear Members of the Home Affairs Funds Committee,
Following the call for expression of interest launched on 22 December 20211 ,
DG HOME has received 17 proposals for a total of requested EU contribution amounting
to EUR 25.247.907,56 and has assessed the admissible proposals on the basis of the
award criteria listed in the call.
The amount eventually allocated to this ISF/2022/SA/2.2.1 call is EUR 15.7 million,
after a redeployment of savings from another ISF call.
As a result of this exercise, the following proposals, in the ranking below, have been

period 2022-2025 is mentioned, with no indication on
activities conducted e.g. year by year. It would for instance
be more logical to explain that the technical equipment
would be purchased in 2023, for a possible use the following
years. Likewise, an indicative calendar of the various
meetings would be useful.
The indicators on the number of arrests/criminal networks
dismantled /criminal assets seized should be listed.
The partnership must systematically use the EMPACT logo
(as defined in the EMPACT Joint Communication Strategy),
and design a tailored communication strategy whenever
investigations/action days/activities supported by the project
lead to results.

The project has to involve Customs/Tax authorities and
possibly a liaison from MAOC-N. There is an interest to
establish a connection with the action on “the trafficking of
cocaine in maritime consignments” developed by Spanish
Customs in the LEWP/Customs action plan.
The partnership must ensure a scrutinized approach to make
sure that the project/EOT all at once (i) articulates whenever
relevant with, (ii) does not duplicate with, (iii) nor
compensate Europol’s OTF (operational task force) grant
scheme.
The partnership must systematically use the EMPACT logo
(as defined in the EMPACT Joint Communication Strategy),
and design a tailored communication strategy whenever
investigations/action days/activities supported by the project
lead to results.
The Commission services expect that the Managing Authority makes sure that the
Member State takes on board the recommendations before finalising the project
arrangements with the beneficiary and informs the responsible desk officer accordingly.
In case of a transnational specific action, the Managing Authority of the Lead
Member State (for 001: ESTONIA and for 012: SPAIN) should confirm that on
behalf of the partnership to the relevant desk officer.
Funding for the specific actions as set out in Annex 1 of this letter will be added to your
programme CCI 2021EE65ISPR001 at the time of the approval of the initial programme
or via an amendment.
Annex 1 also gives you general guidance on which sections of your ISF programme will
need to be adjusted to incorporate the selected specific actions. The technical
implementation of the adjustments in SFC depends on the status of the ISF programme.

to proceed, depending on the current status of your ISF programme in the programming
cycle.
Annex 2 also provides information on the distribution of the additional allocation per

programme at the stage of first adoption or via a programme amendment, Appendix 3 is

out the project Tackling Excise Crime in the Baltic Region for 48 months, related to EMPACT Excise

The project partnership is composed of Estonia, Lithuania and Latvia.
The project is led by the Estonian Tax and Customs Board (ETCB). It aims at reducing excise criminality
and excise tax gap in the Baltic region and EU overall, by increasing the efficiency and capabilities of the
participating authorities in fight against shadow economy (illegal tobacco, fuel, alcohol) in the EU/Baltic
region.

strategic goals n°1, 2, 3, 4 and 8.
The project partnership is composed of Spain, Austria, Bulgaria, Estonia, Finland, France, the
Netherlands, Lithuania, Latvia, Poland, Portugal, Romania, Sweden, Slovenia, Denmark, Iceland,
Norway, Serbia, UK, USA, Frontex and Europol.
The Pilot Project is meant to establish a European Operational Team (EOT) in the Spanish region ‘Costa
del Sol’, to develop and implement a joint investigative and operational strategy against the main criminal
organisations and related High Value Targets (HVTs) affecting the EU Member States from the region.
The activity of the EOT will be primarily aimed at identifying, investigating and dismantling HVTs and
related organised criminal networks. The selection of HVTs and the establishment of related Operational
Task Force (OTF) will be carried out in accordance with Standard Operating Procedure developed jointly
by the EU Member States and Europol.

Once the new programme version including Appendix 3 becomes available in SFC, you

The Appendix 3 of the EMPACT projects states that „Estonia is carrying out the project Tackling Excise Crime in the Baltic Region for 48 months“. Unfortunately we cannot implement the project for 48 months, as in the call of interest of the EMPACT Specific Action it was said that the projects should be completed by the end of 2025. We can probably start to implement the project in autumn 2022 (in the call it was said, that the project staring date cannot be earlier than the submission of the proposal to amend the project from the MS’s side), so, the project implementation time will be a bit shorter. Would it be possible not to mention the implementation time, as the project starting date is not clear yet?
Otherwise, I can confirm that the descriptions and the numbers of the EMPACT projects are correct.
I received today the official approval letter of the THB project. I will send my conformation on the THB project on 29th July, the latest.

I would like to inform you that your application ISF/2022/SA/3.3.1/002 Alert helpers! – Building collaborative capacity for identification and assistance of THB victims in Estonia has been selected. You will receive today a notification letter (please let me know if it was not the case) and please confirm to me by 29/7 the latest if you have any comments on the text of appendix 3. Please note that for EMPACT SA the deadline is today, 26/7 (the notification letter for EMPACT you have received earlier).
The notification letter also includes details how the EE initial programme should be modified (in case of EE we will include the SA at the stage of the first adoption – this applies for both EMPACT and THB; so not the programme amendment). As the status of EE programme is in the return status, please wait for my green light and only generate the new version of the programme once the IT development has been done and Appendix 3 is available in SFC. I will inform you about this.
For this reason please let me know asap if you agree with the appendix 3 (for both EMPACT and THB).
