Subject: Acceptance of revised National Programme – AMIF ESTONIA
Dear Mr Miilits,
With the adoption on 6 April 2022 of Regulation 2022/5851, enhancing flexibility and access
to unspent amounts remaining under the Home Affairs Funds for the 2014-2020 programming
period, the war in Ukraine is deemed to constitute a ‘new or unforeseen circumstance’
justifying that Member States re-examine and operationally re-direct ongoing programmes to
address their new migration, security and border management needs. The Note2 of 19 April
2022, sent to the AMIF-ISF Committee, explains the procedures for communicating to the
Commission the above-mentioned revisions, in accordance with Article 14(9) of the
Horizontal Regulation.
Based on the above, the Commission received on 9 August 2022 (Ares(2022)5651488)) a
revised national programme of Estonia under the AMIF.
Following examination, the Commission services consider that the updated National
Programme meets the objectives of Regulation 2022/585 so the Member State may proceed
with the suggested operational redirection of the available funding.
