Dear Members of the Home Affairs Funds Committee,
Following the call for expression of interest launched on 22 December 20211 ,
DG HOME has received 17 proposals for a total of requested EU contribution amounting
to EUR 25.247.907,56 and has assessed the admissible proposals on the basis of the
award criteria listed in the call.
The amount eventually allocated to this ISF/2022/SA/2.2.1 call is EUR 15.7 million,
after a redeployment of savings from another ISF call.

DG Home andis teada, et MTA poolt Sisejulgeolekufondi (ISF) EMAPCT erimeetme taotlusvooru esitatud projekt saab rahastuse summas 954 000 eur. Projekt lisatakse Eesti ja projekti partnerite Läti ja Leedu ISFi rakenduskavadesse. Eesti ISFI rakenduskavasse lisatakse 417 668 eur (tegevusteks 375 901,2 eur EK toetus + 41 766,8 eur riiklik kaasfinantseering ning Siseministeeriumile kui ISFi korraldusasutusele 22 554,07 eur (so 6% tegevuste eelarvest) tehniliseks abiks.
Juhin tähelennu, et projekti tegevustega võite alustada alles pärast seda, kui SiM on ISFi rakenduskava uuesti Euroopa Komisjonile (EK) esitanud. See aga võtab aega, sest ootame praegu EK ametlikke kommentaare ISFi rakenduskavale ning alles siis, kui oleme EK kommentaarid saanud ja nendega ISFi rakenduskavas arvestanud ning lisanud EMPACT projekti ISFi rakenduskavasse, esitanud rakenduskava EISi kommenteerimiseks ja kui VV on ISFi rakenduskava kinnitanud, saame selle esitada EK-le. Annan ajaraamist täpsemalt teada, kui oleme EK-lt kommentaarid saanud.

Dear Ülle,
Yes, EE should include the SA Empact in the NP when we will return it back to you (so as to avoid additional modification of the programme). EE will receive more information / notification letter in the coming weeks.
The observation letter is in the validation circuit. It could take another 2 weeks before it is sent out.
You have also applied for the SA THB. In case of being awarded, you should also include this action in the programme. The results of the evaluation would be known towards end August (or earlier).
On your question of indicators, I will raise it with the coordination unit and come back to you.

Subject: Estonia's ISF programme - questions
Dear Lenka,
Yesterday we got a letter from DG Home (please see the attached file) informing us about the results of the call on specific action EMPACT. There are 2 projects where Estonia is involved and which should be added into our ISF programme, as they were selected for financing. The letter says: “Funding for the specific action will be added to the Member States’ programme allocations at the time of the approval of the initial programme or by means of a programme amendment”. What does it mean in our case – should we include the projects into the programme now, after receiving the observation letter on the ISF programme? Please note that we didn’t include EMPACT into the ISF programme before, as we didn’t know the result of the call (half of the projects didn’t get financing). Also, as our national envelope is limited, we couldn’t include all the eligible activities into our programme.
I would appreciate, if you could indicate when we will get the observation letter on our ISF programme.
Also, have you got any clarification on indicators, i.e. concerning the reporting of participants with unique identifier in the programme (the issue arisen by the MS-s after the 27. April webinar)?
Just in case something has changed, I will rise once again the question about
intervention codes of Annex VI of the ISF regulation (please see also the attached letter on the matter). In the period 2021-27 we will use the IS designed and used for the structural funds in Estonia. I was assured by the people responsible for structural
funds (SF), that in SF there can be only on intervention code per project (and therefore the IS also allows to insert only one intervention code per project). As the systems for SF and Home funds should be similar in the new programming period, is it still
so that in case of ISF we can select several intervention codes per project?
